동북아 지역정체성과 지역공동체: 관념과 제도

국문 초록

본 연구는 한∙중∙일 3국을 중심으로 동북아 지역정체성과 공동체 구축의 가능성을 관념과 제도의 측면에서 분석하고 있다. 우선, 필자는 지역공동체의 경험적 사례로서 유럽공동체의 진화와 그것이 동북아시아에 주는함의를 검토한다. 둘째, 역사 문화 정치경제적 맥락에서 동북아시아의 지역정체성을 분석한다. 끝으로, 동북아 지역공동체의 가능성을 관념과 제도 의 측면에서 타진한다. 필자는 동북아시아의 정치적, 경제적, 사회문화적, 역사적, 종교적 이질성 때문에 동북아 공동체 구상의 과정은 상당한 인내와 시간이 필요함을 강조하면서 가능한 범위 내 에서 인적, 물적 교류의 확대를 주장한다. 이를 바탕으로 기능적인 접근을 통한 신뢰구축의 필요성을 강조한다. 다시 말해, 문화 스포츠 학문 등 비정치적 영역의 교류를 확대시켜 나가면서 이를 경제교류 영역으로 확산시키는 과정에서 각국은 믿음과 신의를 만들 필요가 있다. 이의 최종적인 목적은 정치군사안보 공동체의 형성일 것이다. 필자는 현실적으로 가장 가능성이 있는 실체로서 ASEAN+1 FTA 동북아 경제공동체를 구상하며 그 전 단계로 아시아∙태평양 지역 경제의 중심축을 형성하는 한국, 중국, 일본 3국의 FTA를 주장한다. 자본, 기술, 노동의 상호보완성을 통해 동북아 경제공동체를 구축할 때 3국은 각자에게 윈-윈(win-win)이 될 수 있을 것으로 예측하기 때문이다. 그러나 동북아 정치군사안보 공동체는 양자적(bilateral) 관계 속에서 역 내외의 원심력과 구심력이 충돌하고 있으므로 시기상조이며, 우선 관련국간 군사적 상호신뢰 구축이 선행되어야 한다.

영문 초록

The purpose of this study is to analyze a possibility of construction of regional cooperation and regional community among Korea, China and Japan in Northeast Asia. To do this, firstly, author testifies innovation of European Community as an empirical case of regional community and finds some implications for the Northeast Asian region. Secondly, author analyzes identity of the Northeast Asian region in terms of historical, cultural, political and economic contexts. Finally, author suggests possibilities of regional community in Northeast Asia in terms of ideology and institution-function. Author emphasizes that the process of a plan for a Northeast Asian community needs endurance and times because of political, economical, socio-cultural, historical and religious heterogeneities in Northeast Asia. Thus, we suggests extension of cultural-economical exchange in a possible extent. Through functional approaches, we need establishment of confidence each other. That is to say, through the spill over effect we have to build belief and trust among relevant countries in exchange of non political sphere(culture, sports, research, etc.), of economical one, and finally of political-military-security one. In real world, author expects a Northeast Asian economic community of ASEAN+1 FTA as a more possible entity. Pre-step for this is to make a FTA of Korea-China-Japan who has mutual supplement in terms of capital, technology and labor. It will become a win-win game among three countries. But it is still premature to talk about political-military-security community in the Northeast Asian region. Because this region is under the bilateral relationship which internal-external dynamic powers clash. Thus, a precondition is to build military confidence among the relevant countries.
