장한상의 울릉도 수토와 수토제의 추이에 관한 고찰

국문 초록

1693년에 안용복이 일본으로 건너감으로써 한일 양국 간에는 울릉도를 둘러싸고 분규가 생겨났다. 이에 조선 정부는 1694년 9월에 장한상을 울릉도로 보내 자세한 상황을 조사하게 하였다. 그 후 조정에서는 수토를 제도화하기로 방침을 정해 1699년부터는 2년 간격의 수토제가 정착되어갔다. 1694년에 수토한 장한상은「울릉도 사적」이라는 기록을 남겼는데, 같 은 내용이 박세당의「울릉도」에도 실려 있다. 다만 박세당의 기록에는 장한상의 기록에는 없는 부분까지 담고 있다. 그것은 장한상이 울릉도로 들어가기 전 군관을 시켜 사전 답사한 내용이다. 장한상의 수토 이후 조선은 숙종 연간 수토를 제도화하게 되었고, 일본은 도해금지령을 내게 되면서 한동안 울릉도 도해(渡海)를 꾀하지 못하였다. 영조 연간에도 수토제는 지속되었으며, 정조 연간의 수토 기록은 이전 기록에 비해 자세한 것이 특징이다. 수토정책을 통해 관리되던 울릉도는1880년대에 들어서자 개척령을 내려 적극적인 개발에 착수하였다. 개척령이 내려진 뒤에도 한동안 울릉도에서는 수토가 실시되는데 이때에는 검찰, 사검(査檢) 등의 용어도 등장하여 수토제가 좀더 복잡한 양상을 띠었다. 수 토제가 폐지된 후 울릉도의 행정체계는 도장제에서 도감제로 바뀌었다가 군수제로 변천하는 모습을 보인다.

영문 초록

The dispute over Ulleungdo between Korea and Japan arose from Ahn Yong-Bok’s going over to Japan in 1693. Accordingly, the Joseon government sent Jang Han-Sang to Ulleungdo and made him investigate its situation in detail. The government decided to institutionalize the inspection of the island after that and have government patrol system of 2-year intervals established since 1699. Jan Han-sang who inspected the island left one of his records, ‘Historic Relics of Ulleungdo’. Park Se-Dang also recorded same contents in ‘Ulleungdo’, but his record has more detailed explanations that Jang Han-Sang did not write. They are about the on-site inspection investigated by some soldiers under Jang Han-Sang’s command before he landed on Ulleungdo. The Joseon government institutionalized annual inspection of the island and the Japan government did not attempt to cross the sea of Ulleungdo for a while making an order to prohibit Japanese’s crossing. Government patrol system continued during the reign of King Yongjo and the annual record about the inspection of the island in the reign of King Jungjo has a characteristic with more detailed explanations. Active developments on Ulleungdo managed through the Inspection policy of the island were embarked coupled with the instruction to explore Ulleungdo in 1880. The inspection of the island had been carried out since this instruction and it had more complicated aspects with detailed terms such as investigation, inspection. The administration system of Ulleungdo changed to the system ruled under county headman, chief, governor of Ulleungdo after the abolition of government patrol system.
