국문 초록

근대국가 형성과정에 대한 연구는 국가이념 뿐만 아니라 국가 기반 구축과정을 포괄하지 않으면 안 된다. 국가 기반 구축 없이는 어떠한 국가의 국가성(statehood)도 공고화될 수 없고 그 국가는 유지되기 어렵기 때문이다. 이처럼 국가 형성 과정은 국가이념이라는 관념적 측면과 국가 기반 구축이라는 물리적 측면을 동시에 갖추어나가는 복합적 과정이다. 이 글은 근대국가 형성의 다양한 측면들 중 대한민국의 건국 이후 정부 승인 외교와 외교 기반 구축에 초점을 맞추어 한국의 국가형성 문제를 다룬다. 우선 이 글은 정부 승인 외교를 분석해 나가는 과정에서 제기되는 이론적 문제점들을 살펴볼 것이다. 나아가 건국외교는 임시정부의 국제적 승인을 받기위한 외교적 노력의 연장선상에 있었다는 점에서 독립운동 지도자들의 주 체적 노력과 국제정치적 상황 변화와 밀접하게 맞물려 있었다. 이 글은 전후 식민지의 전면적 독립을 약속한 1941년 8월‘대서양 헌장’에 대한 분석으로부터 시작하여 5∙10 선거를 거쳐 유엔에 의한 대한민국 정부 승인 과정과 그 의미를 근대국가 형성의 관점에서 살펴볼 것이다. 또한 이 글은 유엔 승인 이후 대한민국이 세계 국가들로부터 외교적으로 인정을 받는 과정 과 외교부 설립 과정에 대한 분석을 통하여 건국과 정부 승인 이후 한국의 외교 기반 구축 과정을 검토할 것이다. 결론적으로 이 글은 대한민국 건국의 역사적 의의를 살펴보고 정부 승인 외교 연구를 통하여 21세기 한국 외교가 얻어야 할 교훈과 직면한 과제들을 논할 것이다.

영문 초록

The study on the formation of modern nation-state needs to involve the political ideology as well as the process of the establishment of the infrastructure of the state. The statehood cannot be consolidated and sustainable without the solid infrastructure of the state. The formation of the modern nation-state is a complex process of having both the ideational and material aspects of the state. This article deals with the formation of the nation-state in Korea with specific reference to diplomacy of governmental recognition and the establishment of diplomatic infrastructure. It will begin by explaining the theoretical aspects relating to recognition of government. Diplomacy for the establishment of the Republic of Korea was closely related to the diplomatic efforts of the Korean Provisional Government and its leaders and the international environment. This article will explore the meanings of the Atlantic Charter of August 1941 which promised the liberation of colonial peoples. It will also explain the process of the elections of May 10, 1948 supervised by the UN Temporary Commission on Korea and the recognition of the Republic of Korea by the UN. It will also explain the diplomatic recognition process of the Korean government by foreign countries and the establishment of the Korean Ministry of Foreign Affairs. This article will conclude by explaining the historical meanings of the foundation of the Republic of Korea and the historical lessons for Korean diplomacy for the 21st century through the study of diplomatic efforts for recognition of government.
