노인요양시설의 피난안전을 위한 입주자 피난행동능력 및 재난대응체제에 관한 실태조사

국문 초록

본 조사는 고령자 복지시설의 피난안전을 위한 기초 연구로서 노인요양시설의 기준 및 방재체제 정비의 기반이 되는 입주자의 피난행동능력 및 재난대응체제의 실태를 파악하였다. 조사는 노인요양시설 7개소, 노인요양공동생활가정 3개소의 입주자 전원(합계 855명)을 대상으로 장기요양등급⋅이동방법⋅피난행동능력의 관계를 파악하였으며 근무 직원수를 바탕으로 재난대 응체제를 조사하였다. 조사결과, 입주자의 피난행동능력은 병원병동의 외과⋅정신과계 환자와 유사한 특징을 보였다. 특히 야간에 화재가 발생할 경우 직원 1명이 최대 20명을 피난시켜야만 하는 시설도 확인되었다. 이러한 결과를 바탕으로 직원의 피난 부담을 경감시키기 위해서는 조기 화재감지 및 통보가 중요하며 입주자의 안전을 위해 건물 내 재난방지 대책 마련이 시급할 것으로 판단된다.

영문 초록

As a basic research on the evacuation safety of Korean residential facilities for the elderly population, this study surveyed the actual status of residents evacuation ability and disaster coping system in welfare facilities for elderly people. Based on the on-site investigation of the long-term care grade , movement method, and observation of all residents, and the number of staff available for emergency correspondence at 7 care facilities for elderly people and 3 elderly care group residences , the residents evacuation ability was assessed and correlated against long-term care grade and movement method. The study revealed notable difference in movement methods between care facilities for elderly people and elderly care group residences , and similarity of evacuation ability of the residents to that of surgery department in hospital wards. Additionally, it was found that, in case of fire at night, every employee in some facilities should evacuate 20 persons or more. To alleviate the burden on the staff, early fire detection and notification are regarded as important, and taking disaster prevention measures and adopting disaster prevention facilities in buildings to secure the safety of residents are urgent requirements .
