국문 초록

이 논문의 주된 연구 목적은 강원도 6·13 지방선거의 강원도지사 선거 결과를 중심으로 강원도 유권 자들의 투표성향에서의 변화와 향후 전망을 검토해 보는 데 있다. 선거 결과를 보면, 강원도 유권자들은 촛불혁명 이후 추진되어 온 정부의 적폐청산 정책, 남북정책, 보수야당의 정치 행태에 대한 평가에 기초한 ‘회고적 투표’와 남북관계의 획기적인 개선과 평화체제의 도래에 대한 기대감에 토대를 둔 ‘전망적 투표’를 지난 6·13 지방선거의 도지사 선거의 표심에 함께 녹였다고 해석할 수 있다. 강원도 유권자들이 앞으로도 6·13 지방선거 때와 같은 진보적 투표성향을 보일 것인지에 대한 전망은 유보적일 수밖에 없다. 그 이유는 6·13 지방선거 결과를 야기한 원인과 이슈 투표의 특징에서 찾을수 있다. 무엇보다도 6·13 지방선거 결과는 자유한국당에 비해 상대적으로 진보적인 더불어민주당과 유권자들 간의 견고한 정당일체감에서 비롯된 것이 아니었다. 즉, 그것은 진보적 정당에 대한 오랜 충성 도에 토대를 둔 투표가 아니라 보수 야당의 존재감 상실과 그에 대한 응징의 성격을 띤 것이었다. 또한 그것은 정부·여당의 정책과 중앙정치적 선거이슈에 대한 공감의 표현이었다. 지난 6·13 지방선거 결과가 강원도 유권자들의 표심에 유동성이 있음을 함축하고 있다고 보는 이유는 바로 이런 점들 때문이다. 따라서 향후 강원도 유권자들의 표심은 중앙정치와 지방정치의 주도세력들이 보여줄 성과에 대한 유권 자들의 평가에 따라 다시 결정될 것으로 전망된다. 2020년 총선은 강원도 유권자들의 진보적 투표성향의 향배를 다시 한 번 가늠해 볼 수 있는 첫 번째 관문이 될 것이다.

영문 초록

The main aim of this paper is to identify change of the electorate’s voting pattern in 6 · 13 elections in Gangwon province and foresee that in the next elections. Especially, the paper focuses on the results of governor election among 6 · 13 elections in Gangwon province. According to the result of the election, the electorate in Gangwon took ‘a retrospective voting’ on the basis of an assessment of a eradication policy of a deep-rooted evil, Inter-Korean policy, and political behavior of the conservative opposition party since the candlelight revolution. They also took ‘a prospective voting’ based on expectations of the dramatic improvements in the South-North relation. Do the voters in Gangwon province continue to take the same progressive voting pattern as that in 6 · 13 elections? We have reservations about that. We could find out reasons in both causes of the result of the June 13 elections and characteristics of the issue voting. Above all things, the result of the June 13 elections was not made by a strong party identification between the Democratic Party of Korea, a relatively progressive party compared to the Liberty Korea Party, and his supporters. In other words, it was not a vote caused by a long loyalty to the progressive party, but a vote having the nature of punishment of loss of presence of the conservative opposition party. It was a kind of expression of sympathy for both the policy of government ruling party and election issues of national politics, too. These are the reasons why we may interpret the results of the June 13 elections to imply that the electorate in Gangwon province have a fluidity in their voting pattern. Thus, their voting pattern in the future will again depend on the appraisal of the performance of the leading forces in both national and local politics. The 2020 general election would be the first step to judge the drift of the progressive election pattern of the electorate in Gangwon-do once more.
