국문 초록

일본의 외교전략을 알려면 미국의 외교전략부터 알아야 한다. 일본은 미국의 전략을 토대로 자국의 전략을 구사하기 때문이다. 미국은 2등국가의 부상을 막는데 주력한다. 1991년 소련을 붕괴시켰던 미국이 지금은 중국을 상대로 대결에 들어가고 있다. 세계 2위의 경제대국 자리를 중국에 내준 일본은 미국의 의도를 알고 미국 지지세력을 확충하는 가치관외교를 내놓았다. 남중국해를 내해화하려는 중국의 의도를 무너뜨리기 위해 ‘자유롭게 열린 인도-태평양(FOIP)전략’을 내놓고, 이를 미일 공동외교전략으로 만들었다. 일본의 선택과 대비되는 것이 통일과 평화를 위해 미중 양국과 모두 좋은 관계를 갖겠다는 한국의 균형외교이다. 미국과 중국은 대결로 가고 있는데 한국은 균형자를 하겠다고 한 것이다. 한국의 선택이 어떤 결과를 낳을지 주목된다.

영문 초록

To learn about Japan’s foreign policy strategy, the U.S. diplomatic strategy must be known first, because Japan uses its own strategy based on the U.S. one. The U.S. focuses on preventing the uprising of a challenging country that could threaten its hegemony. Japan has been taking advantages of the U.S. s strategy toward China rather than Japan s own one. The U.S. has come up with value-conscious diplomacy to expand its supporters after learning that the U.S. is trying to curb China. In order to undermine China s intention to turn the South China Sea into a sea of Chinese inland water, Japan also proposed a free and open Indo-Pacific(FOIP). This strategy is in line with the U.S. s intention to conduct a freedom of navigation operation, so the two countries chose it as a joint diplomatic strategy. Japan s value-conscious diplomacy and FOIP came up with an accurate reading of the U.S. s intention to topple China, which is seeking to transfer power. South Korea takes contradictory path contrasted with Japan s choice. Korea is conducting balanced diplomacy to have good relations with the U.S. and China for unification and peace, while two countries are heading for a showdown. South Korea should look back on whether it was walking on the past streets of Japan.
