The IMF crisis has made chaebol reform one of the most burning issues the nation is facing. It has been widely accepted that the chaebol reform is a sine qua non condition not only of overcoming the crisis itself but also of transforming Korea into an advanced post-industrial state. This paper is an attempt to offer a systematic assessment of the year-long efforts to renovate the chaebol. Since the IMF crisis began, the reform of chaebol has become an affaire d’Etat and pursued by the Government as a policy of prime priority with strong support from public opinion. Never in the past could such a unanimous general consensus have been reached in favor of chaebol reform in Korea. The assessment is based on the conceptual framework of Kurt Lewin and Chris Argyris, and the paradigmatic comparison of management systems. To assess chaebol reform Lewin’s three-stage change process model and Argyris’ learning process model were applied. Also an assessment is made to evaluate the extent to which actual chaebol reform efforts meet the needs of realizing a new paradigm of management oriented to the 21st century. It is concluded that despite the new opportunities created by the IMF crisis and the year-long governmental efforts and nation-wide campaign to renovate chaebol, the results are very poor : (1) we are only in the beginning, transitional stage of change and are far from provoking fundamental, frame-breaking change; (2) the chaebol reform efforts have brought about only a single-loop learning process, far from generating a double-loop learning process; (3) present and envisioned changes have failed to initiate a 21st century oriented paradigm of management. The implication is that it is urgent to (1) cut the vicious cycle of a repeating single-loop learning process and adopt a new paradigm of management; (2) overcome the resistance of chaebol to change and realize creative destruction of the status quo; (3) encourage Government to move from an authoritarian role to become a change catalyst.
