국문 초록

본 연구는 한국 사회에서 건강불평등이 정책의제화되는 과정에서 연구/지식이 어떤 역할을 하는지 지식전환 모델을 기반으로 분석하고자 한다. 이를 위해 건강불평등 연구와 정책수립 과정에 개입 경험이 있는 연구자, 현장실천가, 정책결정자 등 총 17명의 행위자들을 대상으로 심층면담을 진행하고, 녹취록 결과를 프레임워크 접근법에 따라 분석했다. 연구생산 단계 측면에서 참여자들은 한국 사회에서 건강불평등 연구가 충분히 생산되지 못한다고 인식했다. 다음으로 연구 합성 단계 측면에서, 참여자들은 지식전환 인프라 부족을 문제로 지적하였다. 지식의 도구화 측면에 대해서는 많은 참여자들이 보다 다양한 관점의 연구가 필요하다고 지적했다. 특히 현장 실천가들은 현장의 수요와 현실을 반영한 연구가 필요함을 강조했다. 실제 정책이 실행되는 행동모형 영역에서도 지식전환을 막는 요인들이 발견되었다. 각 행위자들은 건강불평등 연구 현황을 다르게 인식하고 있었는데, 이는 개개인의 역량 차이라기보다 지식을 현장으로 전달할 지식전환 기반이 미비하기 때문이라고 할 수 있다. 현장실천가들은 정보 접근성 문제를 지적하는 경향이 있었고, 연구자들의 지나친 전문가주의적 경향으로 인해 소통이 부재한 점을 지식전환 실패의 원인으로 꼽았다. 반면 연구자들은 적실한 평가지표가 부재하다는 점을 문제로 제기하였다. 또한 정책/실무 현장의 역량이 부족하다는 점에 대체로 모든 참가자들이 동의했다. 이렇게 제기된 한계점들을 기반으로, 건강불평등 의제를 확산시키고 정책 형성으로 이어질 수 있도록 하는 지식 전환 전략이 수립되어야 할 것이다.

영문 초록

This study aims to identify the way in which research/knowledge acts as an impediment to development of a political agenda and shows the possibility to address the issue of health inequality based on knowledge translation theory. The study was based on interviews with 17 participants including researchers, public health practitioners, and policymakers who have experience in the policymaking process on the issue of health inequality. On information availability, participants perceived that there was little research about health inequality in South Korea. Next, at the level of knowledge synthesis, the participants indicated that there is a lack of infrastructure, such as institutions for research dissemination that can conduct and synthesize studies. In developing knowledge tools, they argued that they need diverse studies from varied perspectives. Because there is no foundation on which to base the translation of knowledge, each participant understood the status of studies on health inequality differently. Public health practitioners, for example, indicated that this hinders the accessibility of information. On the other hand, researchers argued that failure of policy might be attributed to the lack of an integrated index to evaluate public health policy. Most participants agreed that policymakers and government officials are lack of capability and interest in health inequalities. Based on failed cases, we suggest that research should develop strategies to translate knowledge to promote policymaking on health inequality.
