프랑스 경찰 복지정책 사례 및 시사점

국문 초록

경찰공무원은 직무 특성상 고위험·고강도의 근무환경에 놓여지는 경우가 많고 24시간 근무체계 부서의 경우 밤낮 구분이 없는 교대근무와 인력 부족으로 건강관리 뿐 만 아니라 일과 가정의 양립에도 어려움을 겪어왔다. 그럼에도 불구하고 경찰공무원에 대한 국가의 책임과 지원이 충분하지 못하다는 경찰 내외부의 비판의 목소리가 높았고, 경찰공무원의 신체적·정신적 건강장애 예방과 치유를 경찰관 개인의 문제로 인식하거나 일과 가정의 균형을 이루는 삶에 대해서는 경찰임무 수행을 위해 희생되어야 하는 사생활로 여기는 조직문화가 만연하였다. 그러나 경찰의 사회적 임무에 상응하는 합당한 대우와 합리적 동기부여를 통해 우수한 인재를 영입하고 경찰의 사회적 가치를 향상시키는 것은 시대적 요구이며, 경찰공무원의 근로여건 개선과 삶의 질 향상은 경찰서비스의 질적 향상과 경찰행정의 효율성 증대로 연결된다. 이런 배경 하에 정부는 2012년 경찰공무원 보건안전 및 복지증진에 관한 법·제도적 장치 마련함으로써 경찰공무원이 긍지와 자부심을 갖고 안정적으로 경찰업무에 전념할 수 있도록 「경찰공무원 보건안전 및 복지 기본법」을 제정하였다. 본 연구에서는 프랑스 경찰 복지정책관련 다양한 제도를 소개하고 이를 통해 향후 경찰의 복지정책 수립에의 시사점을 찾는다. 이를 위해 프랑스 경찰 복지정책 중 처우, 연금, 휴직 및 휴가, 일과 가정 양립 등 주요 정책의 세부내용을 분석하여 시사점을 도출한다.

영문 초록

Police officers are often placed in high-risk and high-intensity work environments due to their job characteristics. It has been observed that in the departments which have a 24-hour work system the shift-work and lack of manpower makes it difficult for police officers to balance work and family life as well as to care of their health. However, there were a lot of internal and external critiques whict indicated that the responsibility and support given to police officers were not enough. Their physical and mental health problems were regarded as individual problems; moreover, was popular demand in the organizational culture sacrifice private life for the sake of carrying out police duties. Newer demands have emerged that require the recruitment of suitable talents and improvement in the social value of the police officers through offering proper treatment and rational motivation that correspond with their social duties. It has been observed that improvements in the working conditions of police officers and their quality of life leads to an improvement in their quality of services and in the efficiency of the police administration. Considering this, in 2012, the government established the -Police Public Health, Safety and Welfare Basic Act- to ensure that police officers were able to concentrate on their work and were able to carry out their services with pride. This Act provides a legal and institutional system that promotes the health, safety and welfare of police officers. This study analyses various French police welfare policies, and determines implications for establishing improved police welfare policies. For this purpose, this study analyzes the existing detailed policies of police welfare, regarding treatment, pension, leave and vacation and work and family balance.
