일본경찰의 복지정책 및 시사점

국문 초록

일본경찰의 복지제도는 한국경찰의 복지제도와 유사한 면이 많다. 그 이유는 일본의 복지 관련 법제가 시기적으로 우리나라보다 앞서 제정ㆍ시행되었고, 후발적인 상황에 있던 우리나라는 복지 관련 법제의 제정 과정에서 우리보다 앞서있던 일본의 법제를 다수 참고하였기 때문이다. 그러나 이러한 상호 유사한 제도 속에서도 상대적으로 복지선진국인 일본의 각종 복지제도는 여전히 우리에게 많은 시사를 준다. 대표적인 것으로 첫째, 직무복지와 관련해서는 개인의 업무환경에 맞춘 정교한 수당제도, 근속휴가ㆍ기념일휴가 등을 포함하는 리프레시 휴가제도, 공익재단법인이 중심이 되어 운용되는 경찰 유가족 원호사업 등을 들 수 있고, 둘째, 건강복지와 관련해서는 4개 도부현에서 운영되고 있는 경찰병원 및 공식적이고 체계적인 건강관리제도, 셋째, 가족복지와 관련해서는 각 지방자치단체 별로 다량 보유하여 제공되고 있는 가족주택과 독신자 기숙사, 넷째, 문화여가복지와 관련해서는 경찰공제조합에 의해 운영되고 있는 휴양시설, 다섯째, 생애설계복지와 관련해서는 재직 중은 물론 퇴직 후에도 진정 으로 건강하고 풍요로운 삶을 영위 할 수 있도록 퇴직 후까지를 고려한 생애 설계복지제도, 퇴직자를 위한 교번상담원제도 등을 꼽을 수 있다. 이렇게 우리나라에 아직 도입되지 않았거나, 도입되어 있다 하더라도 그 내용에 있어서 보다 정교하게 개인의 근무환경에 맞춘 일본의 복지제도는 앞으로 우리나라 경찰의 복지제도 개선에 있어서 충분히 참고하여야 할 부분이다.

영문 초록

The welfare system of the Japanese police is similar to that of the Korean police. The reason is that Japan enacted and enforced welfare legislation earlier than Korea did. Korea, which departed later, referred to many Japanese legislation in the process of enacting welfare legislation. But despite this similar system, Japan s relatively advanced welfare system still gives us a lot of consideration. The representative system is as follows ; First, in job welfare, the detailed allowance system for individual work environment, refresh vacation system, the public utility foundations’activities for supporting the bereaved families of the police. Second, in the health welfare, the police hospitals that are operated in the four provinces and public health management systems. Third, in the family welfare, the family housing and bachelor apartment that are provided by each local governments. Fourth, in the cultural and leisure welfare, leisure facilities operated by the police association, Fifth, in the life-time design welfare, the programs that allow people to live healthy and rich lives after retirement. These welfare systems of Japan which are more precisely tailored to individual working conditions, should be fully consulted in improving the welfare system of the Korean police.
