국문 초록

이 글은 노무현 정부부터 문재인 정부까지 역대 정권의 국방개혁 중 군구조분야를 평가해 보고 대안을 제시하는 데 그 목적이 있다. 필자의 판단으로 보면 군구조별 개혁의 목표는 지휘구조의 경우 작전의 효율성과 합동성 강화, 부대구조의 경우 상비군 및 예비군의 전투력 발휘 보장, 병력구조의 경우 양적인 병력구조를 질적인 병력구조로 전환, 그리고 전력구조는 한국군의 취약한 부분을 보완하는 방향으로 개혁되어야 한다. 이를 각 정권별로 +, 0, - 로 표시하면 다음과 같다. 노무현 정권은 -, -, -, +이고, 이명박 정권은 +, +, -, -이다. 박근혜 정권은 -, 0, +, -이고 문재인 정권은 -, -, -, +이다. 향후 지휘구조의 개혁 방향은 한국 주도의 신연합방위체제를 구축하고 한국군의 상부지휘구조를 개편해야 한다. 또한 예비군은 감축된 상비군을 대체할 정도로 정예화된 부대구조를 지녀야 한다. 마지막으로 양적인 병력구조를 질적인 구조로 전환시키려면 숙련도 높은 병력구조를 유지하여야 한다.

영문 초록

This article evaluates military structure reform from the Roh Moo-hyun administration to the Moon Jae-in government and proposes alternatives. The command structure should be reformed to improve the efficiency and cooperativeness of operations; the structure of units changed to ensure the combat power of standing and reserve forces; the structure of troops reformed to convert quantitative forces into qualitative forces; and the power structure altered to make up for the weakness of the ROK military. If efforts are graded with +, 0, - for each administration, the following assessments are indicated: Roh Moo-hyun regime, -, -, -, +; Lee Myung-bak administration, +, +, -, -; Park Geun-hye regime, -, 0, +, -; and Moon Jae-in, -, -, -, +. Reform of the command structure should aim to establish a new combined forces command led by South Korea and to restructure the top command structure of the Korean military. Reserve forces should also be restructured so that they can complement a reduced standing army. Finally, it is necessary to maintain a well-skilled military to transform the quantitative structure into a qualitative one.
