갑오･광무개혁기 정부의 고등교육기관의 설립 구상과 실현

국문 초록

본 논문은 갑오･광무개혁기 조선･대한제국 정부의 고등교육정책을 고등교육기관의 설립 구상과 그 결과를 중심으로 분석하고 이를 통해 그것의 교육사적 의의에 대해 규명하는 것을 목적으로 했다. 그 결과는 다음과 같다. 첫째 갑오개혁기에 조선 정부는 대학의 설립을 구상했으나 이는 일본 정부의 적극적 간섭에 의해 좌절됐다. 갑오개혁기 중 ‘소극적 간섭기에’ 조선 정부 내에서 개혁을 주도한 세력은 개혁관료였다. 이들은 근대교육제도를 도입하는 과정에서 대학의 설립을 구상했다. 이는 「학무아문관제」에 ‘대학’과 ‘전문학교’가 규정된 점, 학부대신 박정양이 고시문에서 대학과 전문학교의 설립을 언급한 점 등을 통해 확인할 수 있다. 그러나 ‘적극적 간섭기’에 이노우에 공사는 새롭게 제정된 「학부관제」에서 ‘대학’을 삭제하게 했으며 그 대신 ‘외국유학’을 신설하게 하고 실제로는 조선인의 ‘일본유학’을 추진했다. 이는 일본 정부가 조선인의 ‘일본유학’을 통해 친일세력을 양성하고 이들을 조선 정부 내에 부식시키려 했기 때문이다. 이에 따라 개혁관료의 대학 설립의 구상은 좌절됐다. 둘째 광무개혁기에 대한제국 정부는 전문학교의 설립을 구상했으며 이를 법관양성소와 의학교의 전문학교로서의 성격을 강화하는 형식으로 실현시켰다. 이 시기에 대한제국 정부는 고종의 주도로 광무개혁을 실시했다. 이때 대한제국 정부는 갑오개혁기에 일차 추진된 근대교육제도의 도입을 재차 추진하는 과정에서 전문학교의 설립도 구상했다. 이는 대한제국 정부가「의학교규칙」에서 의학교의 입학자격으로 원칙적으로 “중학교 졸업장”을 가진 사람을 규정했다는 점, 그리고 「중학교규칙」에서 중학교 고등과 졸업자가 “판임관과 전문학에 들어갈 자격이 구유”하다고 규정했다는 점을 통해 확인할 수 있다. 이에 따라 대한제국 정부는 법관양성소와 의학교의 입학자격을 중등학교 졸업 등으로 격상하고 ‘전문교육’을 표방했다. 결론적으로 갑오개혁기에 조선 정부의 고등교육기관의 설립 구상은 좌절됐으나 광무개혁기에 대한제국 정부의 전문학교 설립 구상은 법관양성소와 의학교라는 형태로 실현됐다고 할 수 있다.

영문 초록

This study aimed to analyze the Joseon Dynasty and the Korean Empire government’s higher educational institutions establishment planning and practice, to consider historical significance of that during the Gabo and Gwangmu Reform. The results are as follows. Firstly, the Joseon Dynasty government planned to establish university, it was frustrated by the Japanese government obstruction during the Gabo Reform. During the Passive Interference, the Reformist Bureaucrats in the government led the reform. They planned to establish university in the process of introduction of modern educational system. It was proved from the Education Ministry Organization which regulated ‘university’, and notification of Park Jong-yang, the Minister of Education which mentioned university establishment planning. But Inoue Kaoru, the Japanese minister to Korea deleted ‘university’ and newly regulated ‘studying abroad’ in the Education Ministry Organization during the Active Interference. It was because the Japanese government attempted to train pro-Japanese group and to planed them in the Joseon Dynasty government. As a result, the Joseon Dynasty government’s university establishment planning was frustrated. Secondly, the Korean Empire government planned to establish the Jeon-Mun-Hak-Kyo(專門學校), it was realized as the Law School and the Medical School during the Gwangmu Reform. During this time, Gojong led the reform. At that time, the Korean Empire government planned to establish the Jeon-Mun-Hak-Kyo in the process of promoting introduction of modern educational system again. It was proved from the Medical School Regulations which determined requirements for admission as graduation from the Middle School and the Middle School Regulations which regulated that advanced course graduates could enter the Jeon-Mun-Hak-Kyo. Therefore, the Korean Empire government raised requirements for admission of the Law School and the Medical School, let them claim professional education. In conclusion, the Joseon Dynasty government’s university Establishment Planning was frustrated during the Gabo Reform, but the Korean Empire government’s Jeon-Mun-Hak-Kyo Establishment Planning was realized as the Law School and the Medical School during the Gwangmu Reform.
