개별성과 공공성의 종합으로서의 시민성 교육

국문 초록

본 연구의 목적은 참된 시민성을 구현하는 시민교육에서 개별성과 공공성의 두 가지 핵심가치를 종합적으로 고찰하는 데 있다. 본 연구에서 주요한 문제는, 첫째, 시민성에서 개별성과 공공성은 각기 어떠한 의의를 지니고 있으며, 둘째, 그것을 실현하기 위한 시민교육은 어떠한 세부 내용과 방법들이 필요하며, 셋째, 개별성과 공공성은 어떤 관계이며 어떻게 조화적․종합적으로 함께 구현될 수 있는가 하는 점이다. 이러한 쟁점에 대하여 본문에서 먼저 개인의 권리와 자율성의 보장의 차원으로서의 개별성의 가치를 설명하였고, 이를 구현하기 위한 시민교육으로서 비판적 의식화, 합리적 자율성 및 비판적 사고 교육을 논의하였다. 다음으로, 본고는 사회의 공공 가치와 목적 인식 및 책임의식으로서의 공공성의 가치를 설명하였고, 이를 구현하기 위한 시민교육으로서 사회적 관행 참여, 공동체적․서사적 자아관, 심의 민주주의, 다문화의식, 세계시민의식의 함양 을 논의하였다. 결론적으로, 본고는 개별성과 공공성의 양자는 모두 ‘소외’의 문제의 극복이 핵심적 요건이라는 점, 개별성의 핵심인 권리와 공공성의 핵심인 책임은 상호 의존 및 보완 관계라는 점, 양자 모두 도덕적 가치관이 전제되어야 한다는 점, 어느 한 쪽의 지나친 강조는 다른 쪽의 약화가 일어나기에 중용을 모색해야 한다는 점을 논의하였다. 끝으로 본고는 개별성과 공공성의 종합으로서의 시민성 교육을 실현하기 위해선, 학교교육의 교과 및 비교과의 모든 활동이 훌륭한 사회적 관행, 비판적 사고, 심의 민주주의의 모델이 되어야 한다는 점을 제안하였다.

영문 초록

The purpose of this paper is to comprehensively examine individualism and public nature as the key conceptual axis for civil and civil education. Citizenship, on the one hand, needs to ensure individual rights in connection with social inequality, discrimination and oppression, and to realize one s identity and ideal autonomously and subjectively. In order to achieve the goal, one needs to understand and overcome problems regarding the irrational discrimination and oppression with critical consciousness, and to explore one’s proper direction of life, by thinking in rational reason, not just following emotions or external pressures, through rational autonomy and critical thinking. Citizenship, in another aspect, needs to recognize the public values and goals of society, have a sense of responsibility accordingly, and cooperate for the common prosperity of the community, through the inclusion of various positions needs of members. This requires an attitude of engaging in social practices in particular, recognizing one s own life in the historical context of the community, and fostering the quality of deliberative democracy that democratically considers various views. In addition, we need education to cultivate a multicultural and global consciousness that can cooperate with each other while considering the positions and demands of different cultures and nations in response to the context of multicultural society and globalization. The relationship between individuality and publicness in citizenship is the necessity of common basis for both through overcoming of alienation , the mutual dependence and complementary roles, the prerequisite of moral values for both, and the necessity of the way of golden mean in that the overemphasis on one side is to weaken the other. In order to cultivate the harmonious citizenship between the two, all curriculum in school education including subject teaching and various activities should be models of good social practices, critical thinking, and deliberative democracy.
