국문 초록

이 연구는 1948년 대한민국의 정부승인을 위한 한국대표단의 파견 과정과 성과, 그리고 미국의 지원과 기독교가 미친 영향을 1차사료를 통해 분석한다. 한국정부는 유엔승인을 위한 대표단 활동 과정에서 공산진영과 중립국의 반대, 그리고 제주4.3사건 등 국내외적 위기상황에 마주했다. 하지만 한국정부는 유엔결의에 따라 5.10선거를 통해 수립한 정부에 대한 유엔승인 요청을 주장하며, 제3차 유엔총회에서 승인 외교를 수행했다. 유엔의 대한민국 승인에 대한 결정적 요인은 미국의 지원이었다. 미국무부는 조선민주주의인민공화국의 코리아를 대표하는 정부자격을 인정하지 않았으며 “국민의 의지로부터 권위를 인정받은 합법정부”로서 오직 한국의 유엔승인을 지지했다. 또한 한국대표단 구성원들은 기독교를 기반으로 서구 민주주의 사상을 습득했다. 특히 가톨릭은 유엔의 한국승인을 적극적으로 지원했다. 한국대표단 구성원의 기독교적 원리에 투영된 서구 민주주의 가치관과 기독교를 매개로 한 인적네트워크는 승인외교에 활용되었다. 이러한 과정을 거쳐 1948년 12월 12일 48개국의 찬성으로 한국승인 결의안이 채택되는 국제적 승인이 이루어졌다.

영문 초록

This study analyzed the dispatch process and outcome of the Korean delegation for the United Nations’ recognition of the Republic of Korea (“R.O.K.”) government in 1948 and the influence of the support of the United States and Christianity based upon the primary data of the Korean and US governments. The approval diplomacy of the R.O.K. government faced the opposition of the Communist camp, the British federal states, neutral countries, and domestic crises in Korea. However, they insisted that the UN recognize the R.O.K. government established through the May 10th election, which was conducted pursuant to a United Nations resolution, and began their approval diplomacy campaign. The decisive factor in the United Nations recognition of the Republic of Korea was the role of the United States and Christianity. The U.S. Department of State did not recognize the government qualification request submitted by the Democratic People s Republic of Korea to represent ‘Korea’ and solely supported the United Nations’ recognition of the Republic of Korea as it was determined to be a legitimate government recognized by the will of the people. Most of the R.O.K. delegation were of Christian faith, acquired the idea of Western democracy, and conceived of an independent state in which Christian principles were projected. In particular, widespread belief in Catholicism contributed greatly to the United Nations recognition of the Republic of Korea. Finally, on December 12, 1948, a resolution on the recognition of the Republic of Korea was adopted by 48 nations through the approval diplomacy efforts of the R.O.K. delegation, the projection of Western democracy by the R.O.K. delegation, and the material and diplomatic support of the United States and Christianity.
