국문 초록

한국은 국력의 요소로 볼 때 인구와 영토의 크기와 자원과 같은 하드파워는 주변 강대국들에 비해서 크게 뒤지는 것을 알 수 있다. 그렇기 때문에 이런 국력의 열세를 만회하기 위해서는 외교적 역량과 같은 소프트파워를 강화시키지 않으면 안된다. 외교정책은 하드파워적 국력의 한계를 극복할 수 있는 외교 역량의 발현이다. ‘외교정책’이란 주권국가의 정책결정자들이 자국의 국가적 목표를 달성하기 위해 국제정치체제의 구성원인 다른 국가들을 상대로 하여 이루어지는 대외적 행위를 말한다. 이 글은 한국 외교정책사 연구 방법론을 제시하는데 그 목적이 있다. 이 목적을 달성하기 위해 우선 이 글은 기존 연구 성과에 기초하여 외교정책을 정의하고, 미국 학계를 중심으로 발전되어온 다양한 외교정책 방법론을 검토한다. 다음으로 이 글은 중요한 한국 외교 정책사 연구 성과들을 분석하고 이런 연구들이 갖고 있는 연구 방법론을 평가한다. 이런 평가를 기초로 하여 한국 외교정책사 연구는 새로운 방법론에 기초하여 건국 이후 현재 시기까지에 걸친 종합적 연구가 필요하다는 점을 지적할 것이다. 나아가 이 글은 한국 외교의 전통과 특징이 무엇인지를 설명한 후 결론적으로 한국 외교가 안고 있는 과제 들은 무엇인지를 제시하고자 한다.

영문 초록

The Republic of Korea is outstripped by surrounding great powers in terms of hard power which consists of the size of population and territory. It needs to strengthen the soft power such as diplomatic capability to overcome the power inferiority. Foreign policy is the expression of diplomatic capacity to overcome the limits of hard power. Foreign policy means external activities of policy-makers of sovereign states to achieve diplomatic objectives in interaction with other countries. This study aims to explore the research methods of the history of Korean foreign policy. To achieve this objective, this article begins by defining what foreign policy means based on the literature survey on the subject. This study will explain a variety of approached to the study of foreign policy with in the United States. Futhermore, this article will analyze the extant literature on the study of Korean foreign policy and evaluate its research methodologies. Based on this evaluation it will emphasize the need to comprehensively study Korean foreign policies from its foundation to the present with the help of a variety of research methods. This study will conclude by explaining the traditions of Korean foreign policy and suggesting the research tasks for further study on the subject.
