국문 초록

우리 사회는 계속 성장하고 있다. 그런데 사회가 성장할수록 사회적 불확실성 또한 더욱 많아지고 점점 커진다. 천재지변, 대형 인재, 테러와 전쟁, 양극화 심화, 가정 파괴, 경제난, 먹거리 불안, 신종 바이러스 출현 등. 가진 건 많아지고 먹는 건 풍성해졌는데 사회적 불안은 날로 커지고 있다. 왜일까? 여러 답들이 있겠지만 굳이 정리해서 얘기하자면 우리사회의 리스크 관리 인프라가 절대적으로 부족한 탓이 아닐까 싶다. 안정 속의 성장으로 정의되는 지속 가능 성장이 우리 사회의 발전 비전임을 생각해 볼 때 안정을 향상하기 위한 리스크 관리는 지속 가능 성장을 위한 핵심전략이 된다. 세월호 사고 이후 우리 사회의 안전 경시 풍조에 대한 비판이 거세다. 불안전이나 불안정은 리스크 관리가 부실한 결과이다. 특히 엄청난 인적, 물적, 정신적 피해를 유발하는 재난에 대해서는 고도의 리스크 관리노력이 절실하게 필요하다. 우리 사회는 고속 성장 과정에서 숱하게 많은 재난을 겪어 왔음에도 불구하고 재난 리스크 관리는 여전히 부실하다. 삼풍백화점 붕괴(1995), 대구지하철 화재(2003), 태풍 매미(2003), 태안 기름유출(2007), 세월호 침몰(2014) 등이 대표적인데 천재나 인재로 인한 사회적 손실은 실로 막대하다. 문제는 불가피하게 발생하는 천재보다 비슷한 실수의 반복에 따른 인재가 끊이지 않고 있다는 점이다. 이제 재난 리스크에 대한 사고 예방, 비상사태 발생 시 효과적인 대처, 피해보상을 아우르는 총체적이고도 체계적인 리스크 관리 시스템의 구축이 절실하다.

영문 초록

Our society keeps growing. While it shows consistent growth, social uncertainties also have become more frequent and bigger. These social uncertainties may include natural catastrophes, manmade disasters, war and terrorism, family breakdown, economic crisis, food anxiety, and new virus. Our living condition and quality of life have been consistently improved; however, uncertainties seem to grow a lot also. Why? Out of several answers to this question, lack of infrastructure for good risk management may be the main reason behind it. Considering the fact that sustainable growth in a stable environment is a key element of our vision of the future development, we can say that risk management, which contributes to improving stability as well as safety, is a core strategy of sustainable growth. After sinking of the Sewol ferry cruise in 2014 in Korea, there has been heavy criticism on Koreans’ insensitivity to safety. Insecurity and instability are resulting from poor risk management. In order to deal with disasters causing tremendous damage of humans and properties, and psychological damage, high level of efforts have to be put into. Korean society still has poor disaster risk management system despite many disasters during its rapid economic growth. Seongsu Bridge Collapse (1994), Sampoong Department Store Collapse (1995) Daegu Subway Fire (2003), Typhoon Maemi (2003), Taean Oil Spill (2007), and Sinking of Sewol Ferry (2014). Whether it is manmade disaster or a natural catastrophe, social cost out of a disaster are enormous. Natural catastrophes are, in many cases, considered to be unpredictable or inevitable. The biggest problem that we have is that we keep making stupid manmade disasters by repeating similar mistakes over and over. We desperately need to establish integrated and systematic risk management system which covers accident prevention, effective disaster response, and proper compensation for damage out of disaster.
