국문 초록

본 연구는 지역소비자행정이 앞으로 더욱 중요한 점이라는 것에서 출발하여, 지역소비자행정의 본격적인 활성기와 도약기인 현재, 특히 지역소비자행정의 예산, 인력, 그리고 분포 등의 차원에서 좀 더 면밀한 분석과 연계를 시도하였다. 뿐만 아니라, 소비자행정, 법, 소비자는 상관관계가 밀접하여, 소비자행정이나 법이 강화될수록 그리고 감시 및 규제가 강화될수록 소비자는 보호의 대상이 되어 소비자 주권의 강화보다는 보호의 객체로 간주될 가능성이 클 것으로 예상된다. 이러한 중요성을 감안하여 지역소비자행정의 변화와 현황을 살펴보았으며, 이러한 결과, 지역별 특성화도 중요하지만, 기본적인 지역소비자행정의 정책 실현의 성과를 달성하기 위해서는 그 근간이 될 수 있는 소비자교육법 등의 개정도 고려해 봐야 할 것이며, 지역 기업의 다양한 협력이 요구된다. 또한 선진국으로 갈수록, 대화, 조정, 화해 등 분쟁조정(ADR)의 기능이 강화되고 있어, 앞으로 지역소비자 행정에서 어떠한 유형으로 지역소비자의 지원과 관계되는 ADR지원 시스템이 정착화 되어야 할 것이다. 근간 세계적 이슈가 되고 있는 금융 관련 소비자문제가 확대되고 있는데, 이러한 고도의 전문성을 요하는 소비자문제 및 이슈는 지역소비자 관련학과와 긴밀한 연계를 통해 소비자관련 전문가를 양성하고, 전문인으로 역할을 하게끔 하고, 학계와 관의 관계 개선을 통해 다양한 프로그램 개발이 진행되어야 할 것이다. 뿐만 아니라 이러한 좋은 프로그램은 지역 간의 연계를 통해 공통된 프로그램은 공유하고, 그 외에 지역적 특성별 구체적인 프로그램을 개발하여야 할 것이다.

영문 초록

Consumer Administration and Policy in Korea consumer protection may have been in earnest with the establishment and promotion of a full-scale since the 1980s. Earlier, in the 1960s and 1970s, economic growth is a top priority for the state administration and policy of which was positioned as the days because it was a lot of consumers were constrained.
