국내 소프트웨어 산업 경쟁력 향상 방안에 관한 연구

국문 초록

IT 경쟁력 원천이 하드웨어에서 소프트웨어로 급속하게 이동하는 추세 속에서 국내 소프트웨어 산업의 고질적 취약점이 국가적 현안으로 부상하고 있다. 이 연구는 국내 소프트웨어 산업의 세계 시장경쟁력을 향상하기 위한 방안을 전략적 관점에서 모색하는데 그 목적이 있다. 이를 위하여 문헌연구에 의하여 최근 발표된 조사보고서ᆞ통계데이터ᆞ연구문헌들을 통합 분석하고, 정책담당자ᆞ기업실무자ᆞ학계 전문가로 구성된 포커스 그룹을 대상으로 실행연구방법론(action research method)에 의한 심층 인터뷰를 수행하였다. 일차적으로 국내 소프트웨어 산업의 거시적 환경을 정치ᆞ경제ᆞ사회ᆞ기술 4개 영역에서 분석하고 다양한 기회와 위협 요인을 파악하였다. 3가지 외부 기회는 (1) SW중요성 인식 부상, (2) 해외진출 정부지원, (3)신규 SW시장 수요 증가이며, 4가지 외부 위협은 (1) 정책 일관성 미흡, (2) 과도한 정책적 규제, (3) 세계경기 불확실성, (4) 글로벌 특허분쟁이었다. Diamond 모델에 의하여 국내 소프트웨어 산업의 내부역량을 분석한 결과, 강점은 (1) 세계 수준의 IT인프라 기반 환경, (2)대규모 IT서비스 시스템 성공 경험, (3) 정보보안 및 게임업체의 수출 역량, 약점은 (1) SI기업 중심의 하도급 구조, (2) IT서비스 중심의 편중적 구조, (3) 소프트웨어 가치 인식 부족, (4) 고급 SW인력 부족, (5) 글로벌 비표준의 폐쇄적 환경으로 나타났다. 이러한 현 상황에서 국내 소프트웨어 산업의 세계 시장 경쟁력을 장기적으로 강화하기 위하여 ① IT컨트롤 타워 설립, ② 유망 SW업체의 글로벌화 지원, ③ SW사업발주의 글로벌 표준 제정, ④ 중소 SW기업의 해외진출 지원, ⑤ 고급인력 양성 시스템 구축, ⑥ SW인력의 맞춤화 경력개발, ⑦ SW기술의 공동개발/표준화, ⑧ 제도적 인센티브 지원, ⑨ 거래기업 간 공동저작권 인정, ⑩ SW 가치인정 제도 개선, ⑪ 폐쇄적 정책개선, ⑫ SW 전문 클러스터 집적단지 조성 등 12개 전략적 방안을 도출하였다. 이 연구 결과는 국내 소프트웨어 산업 정책 담당자는 물론 SW기업에게 현재 상태에 대한 통찰적 정보와 미래 발전 방향에 대한 전략적 시사점을 제공할 수 있을 것이다.

영문 초록

The purpose of this research is to propose public policies and corporate strategies for promoting the global competitive edge of domestic software industry in the world market. In order to identify the environmental opportunities and threats, this research uses the PEST model which consists of four dimensions such as political, economic, social, and technological trends. Three external opportunities turn out to be (1) the increased perception of the importance of the software industry, (2) the government policy to encourage export, and (3) the demand increasement of global SW market. And four threats are (1) the lack of consistency among various government policies, (2) the restrictive laws and regulations, (3) the uncertainty of world economy, and (4) software patent disputes among global companies. By means of the Diamond model the strengths and weaknesses of domestic software industry are identified. Strengths are (1) the global level of the IT infra structure, (2) the successful experience of massive IT service systems development in public and private organizations, and (3) the competitive edge in the field of information security and online game. On the other hand, many weaknesses are found such as (1) the subcontract system of the software development project, (2) the narrow focus on the IT service area, (3) the lack of the proper appreciation of the software value, and (4) the lack of proficient professionals, and (5) the closed environment. In order to increase the competitive advantages of domestic software industry, twelve programs and policies are suggested as follows: ① the establishment of IT control tower, ② the globalization of the promising medium sized software firms, ③ the enactment of global standard mechanism of SW development order, ④ the support of overseas expansions, ⑤ the establishment of the software professionals training system, ⑥ the career development system of software professional, ⑦ the development and standardization of the new software technology, ⑧ the institutional incentives for the software industry, ⑨ the cooperative copyright systems, ⑩ the improvement of software value perception, ⑪ the improvement of various laws and regulations in such a way to meet the global standard, and finally ⑫ the establishment of software cluster area.
