국문 초록

최근에 주요한 관광목적지들이 테러공격의 최우선 목표가 되어가고 있다. 테러집단의 시각으로 보면, 이러한 관광지의 관광객들은 테러리스트가 싸우고 있는 이데올로기와 가치관을 대표하는 사람들이기 때문이다. 이는 정치적으로 볼 때 관광객에 대한 공격은 관광객의 정부에 대한 공격으로 상징화되기 때문이다. 테러리즘은 관광산업, 관광객, 관광지역 커뮤니티에 부정적인 영향을 주고 있고, 테러리즘은 국제적인 관광산업을 크게 저해하는 요인으로 작용하고 있다. 수요 측면에서 테러리스트 공격은 관광목적지의 이미지에 손상을 입히고 관광객이 그곳을 방문하는 것을 포기하게 만든다. 테러리스트의 공격이 좀 더 빈번해지고 과격해지면서 지각된 위험이 좀 더 높아지면서 관광 수요에 대한 부정적인 영향은 커지게 된다. 관광객의 방문이 줄어들게 되면서, 해외자본의 직접투자는 비즈니스의 불확실성이 커지면서 줄어들게되고, 지속적인 경제성장의 바탕이 되는 자본시장을 위축시키게 된다. 세계적으로 발행하는 테러는 단지 테러가 발생된 국가의 관광수요를 위축시킬 뿐 아니라 테러발생 지역의 주변국으로 이전시키는 대체효과(Substitute Effect)와 테러가 발생된 국가와 주변국을 포함한 지역의 관광수요를 감소시키는 전염효과(Contagion Effect)를 유발한다. 관광이 주요한 산업으로 자리 잡은 국가에서는 테러리즘으로 인한 관광산업의 손실에 민감할 수밖에 없다. 테러리즘은 관광객의 관광목적지에 대한 지각된 위험을 증가시키면서 계획된 관광목적지를 변경하거나 관광계획을 연기하게 하는 등 관광객 행동에 변화를 일으킨다. 테러리즘은 관광목적지의 매력성을 약화시키기 때문에 테러리즘 발생가능성이 높은 국가나 지역은 높은 수준의 안전관련 공공서비스를 강화하고 관광객의 지각된 위험을 감소시키는 시키는 노력이 필요하다.

영문 초록

Recently, terrorism has a negative impact on the tourism industry, tourists and tourism communities, and terrorism is a major impedimental factor to the international tourism industry. In countries where tourism has become a major industry, it is inevitably sensitive to the loss of tourism caused by terrorism. One of the characteristics of terrorism is that terror attacks to target tourists are increasing. Much of the terror attacks in the Middle East and Western Europe are targeting hotels, restaurants, airports and public transportation where tourists mostly stay or gather. A terrorist attack targeting foreign tourists could be quickly focused by the media around the world. Terrorism causes changes in the behavior of tourists, such as changing planned tour destinations or delaying tour plans, while increasing perceived risk to tour destinations. For tourists visiting a particular region, the risk of terrorism in the tour destination is assessed prior to choose the destination. It is simply that foreign tourists assess the possibility of potential terrorism. The negative effects of terrorism on these destinations are usually temporary and tend to be restored after a terror attack, but sometimes the negative effects of terrorism could be completely excluded from tourism destinations. It is necessary to have a high level of safety related public services in countries or regions where terrorism is likely to occur because terrorism weakens the attractiveness of tourism destinations.
