국문 초록

최근 소말리아나 서아프리카 등의 지역에서 해적공격 및 선박피랍사고가 증가하고 있으며, 국제사회는 선원과 선박을 보호하기 위해 해적위험 해역을 통항하는 선박들에 대해 피해가 발생하지 않도록 경계강화를 요구하고 있다. 국제항로상의 해로 안전보장은 영해수호의 기본조건으로서 국민생활과 세계경제에 미치는 영향이 중대하므로 철저한 대비가 필요하다. 그리고 전통적으로 해상교통의 위험요인으로 등장한 해적행위는 국제사회에서도 중대한 범죄로 취급하고 있으며, 최근에는 이데올로기의 문제와 복잡한 세계정세가 결합되어 정치적인 대립문제까지 다양화 되면서 특정집단의 정치적 목적이나 사회적 집단의 요구를 관철시킬 목적으로 해상에서도 테러행위가 발생하고 있는 실정이다. 결국, 해적을 비롯한 해상테러행위는 특정 국가나 집단의 대응으로 한계가 있기 때문에 역내 국가 또는 국제기구와의 협력과 공조를 통한 해상대테러정책이 반드시 이루어져야 한다.

영문 초록

In recent years, pirate attacks and shipbreaking accidents have increased in Somalia and West Africa. The international community is demanding the strengthening of the border so as not to cause damage to vessels navigating pirate dangerous area in order to protect the crew and the ship. The harmonization of international seaway safety guarantees is a fundamental condition for the protection of the territorial sea, and the impact on the people s lives and the global economy is important, so thorough preparation is necessary. And piracy that traditionally appears as a risk factor for maritime traffic is treated as a serious crime in the international community. In recent years, the problem of ideology and complex world situation have been diversified into political confrontation issues, and terrorism has occurred at sea for the purpose of carrying out the political purpose of specific group or the demands of social group. As a result, piracy and maritime terrorism are limited by the response of specific countries and groups, so cooperation with the countries in the region or the international community must be achieved.
