몽골 범죄 통계의 실무적 이슈에 관한 연구

국문 초록

전 세계가 직면한 가장 절박한 도전 과제 중 하나는 항상 범죄에 대응하고 그것을 예방하는 것이었다. 모든 국가는 사회, 경제 및 인구 통계학적 특성에 적합한 방법을 사용하여 범죄에 대응하는 활동을 수행한다. 이와 관련하여, 많은 국가에서 범죄 상황에 대한 종합적인 분석을 담은 백서가 관련 학자와 연구원들로 구성된 전문 연구기관에 의해 발간되고 있다. 몽골 범죄 백서는 몽골 범죄예방조정위원회(Crime Prevention Coordination Council)와 몽골 범죄학협회(Mongolian Criminology Association)가 공동으로 공개사회포럼(Open Society Forum)의 지원을 받아 2017년에 처음으로 발간됐다. 범죄백서의 발간은 몽골 사회가 각종 범죄의 원인을 정확히 밝혀내고, 이에 맞서 싸우고, 또 이를 예방하는데 매우 중요한 역할을 하고 있다. 그러나 몽골의 범죄 통계는 경찰, 반 부패기관, 검찰, 법원이 각각 통합되지 않은 통계를 만들어내고 있어 여전히 결함이 있고, 결과적으로 정부 정책에 영향을 미치는데 효과가 제한적이다. 그러므로 향후 몽골에서는 범죄 통계에 대한 이론적 조사를 실시하고, 과학적 조사에 근거한 범죄 통계의 이론과 개념을 개발하며, 관련된 더 많은 연구가 수행되고, 경찰청 등 관련 기관이 사용하는 등록서식을 갱신하는 등의 다양한 문제가 해결되어야 한다. 이 연구에서 저자들은 몽골의 범죄 통계와 관련된 연구 보고서와 논문들을 고찰하여, 몽골에서발생하는 범죄의 일반적인 상황과 범죄 통계와 관련된 주요 이슈들을 제시하고 범죄 백서의 개선을 위한 권고 사항을 제시하였다.

영문 초록

One of the most pressing challenges facing countries in the world has always been about fighting against crime and prevention of it. Every country carries out activities to fight against crime by using methods suited to its social, economic and demographic characteristics. An example of this is that the white paper on crime, the comprehensive analysis on the crime situation, is published by the professional research institutes comprised of relevant scientists and researchers in many countries. As for Mongolia, the white paper on crime-2016 was published for the first time in 2017 jointly by the Crime Prevention Coordination Council and the Mongolian Criminology Association with the support of Open Society Forum. This work is very significant to fight against crime committed in Mongolia, to identify its cause correctly and to prevent it. But the crime statistics system in Mongolia is still defective as the police, anti-corruption agency, prosecutor s office, and courts produce statistical data which are not integrated. This makes it ineffective for influencing government policies. Accordingly, there are various problems that need to be solved such as conducting theoretical research works on crime statistics, developing the theories and concepts of crime statistics based upon scientific research, publishing research works and articles, renewing the registration forms used by the police, anti-corruption agency, prosecutor’s office and courts; proposing recommendations for enhancing the software programs and information systems used by state agencies; and renewing the appropriate documents. In this article, the authors provide the general situation of crime and pressing issues of crime statistics in Mongolia and proposes the appropriate recommendations for improving the system. In writing this article, research reports and articles related to Mongolian crime statistics were examined.
