제4차 산업혁명의 시대에 필요한 ‘미래역량 교육’의 방향과 원리 탐색

국문 초록

인류 역사상 유례없이 빠른 속도로 다가오고 있는 4차 산업혁명의 시대를 맞이하며 독일은 일찍이 2015년 미래의 급격한 변화에 대응하는 산업 차원에서의 대응책을 밝힌 『산업 4.0(Industrie 4.0)』을 천명하였으며, 이후 2016년 말 그에 상응하는 노동계, 교육계의 대비책을 주제로 다룬 『노동 4.0 백서(Weissbuch Arbeiten 4.0)』를 발간하였다. 이처럼 국가 경제와 노동 시장, 그리고 교육 차원에서 불확실한 미래에 대하여 적극적으로 대응책을 마련하고 있는 독일의 상황과 비교할 때 이제 겨우 4차 산업혁명의 개념을 파악해 가고 있는 우리 한국이 배워 올 점들이 너무나 많다. 이에 본 연구에서는 4차 산업혁명의 초지능, 초연결, 고도의 불확실성의 시대를 눈앞에 둔 성장세대에게 ‘미래역량’을 함양할 수 있도록 하는 ‘미래역량 교육’이 나아가야 할 구체적인 방향 및 유형을 탐색하기 위하여 다음과 같은 세 가지 연구목적을 가지고 연구를 시행하였다. 첫째, 독일에서 구체적으로 4차 산업혁명에 대비하기 위하여 범국가적 차원에서 어떠한 대응책을 마련하고 있는지 살펴본다. 특히 독일이 최근에 발표한 『노동 4.0 백서』의 내용을 중심으로 하여 서술한다. 둘째, 교육의 차원에서 독일이 ‘산업 4.0’의 시대에 적극적으로 부응하는 ‘미래역량 교육’을 시행함에 있어서 ‘미래역량’으로서 과연 어떠한 역량들을 강조하고 있는지 살펴보고, 각 역량들을 교육현장에 적용함에 있어서 반드시 지켜야 할 원칙과 교육원리들이 구체적으로 어떠한 것들인지 알아본다. 이와 같은 탐구의 결과 미래사회를 위한 핵심 역량으로 첫째, 디지털 역량, 둘째, 문제해결 역량, 셋째, 창의성과 유연성, 넷째, 팀워크 능력, 다섯째, 의사소통 역량, 여섯째, 기획-계획 능력-디자인 사고, 일곱째, 학습법의 학습 능력, 여덟째, 스트레스 저항력을 들 수 있었다. 향후 교육 정책 및 제도, 각급 학교에서의 교육과정 개발 및 운영에 이 미래 핵심 역량들이 반영될 필요가 있을 것이다.

영문 초록

In the era of the fourth industrial revolution, which has been approaching with unprecedented speed in the history of mankind, Germany declared “Industry 4.0 (Insdustrie 4.0)” which revealed the countermeasures against the rapid change in the future in 2015, Then, in late 2016, they published “Work 4.0 White Paper(Weissbuch Arbeiten 4.0)”, which covers the corresponding measures of the labor and education sectors. Compared to the situation in Germany, which is actively responding to the uncertain future in the national economy, the labor market, and the education level, Korea has only so much to learn about the concept of the Fourth Industrial Revolution. In this study, I aim to study, what the ‘Future Competency Education’ is, which will enable the future generations to cope with the era of the fourth industrial revolution, and to overcome the high level of uncertainty of this era, This study was conducted with the following three research objectives. First, we look at what countermeasures are being prepared at the national level to prepare for the fourth industrial revolution in Germany in detail. In particular, this paper focuses on the contents of “Work 4.0 White Paper” recently released by Germany. Second, we examine what kind of competencies are emphasized as ‘future competence’ in implementing ‘future competency education’ which is actively responding to the era of ‘Industry 4.0’ in terms of education. As a result of these inquiries, it is suggested that the future core competencies are as follows : first, digital literacy, second, problem-solving competency, third, creativity and flexibility, fourth, teamwork competency, fifth, communication competency, sixth, competency to learn-how-to-learn, seventh, design thinking competency, eighth, stress resistance. Future core competencies will need to be reflected in all educational policies and systems, and in the development and operation of curriculum at all levels of schools.
