국문 초록

본 연구의 목적은 정신장애인의 지역사회통합을 위한 우선순위 정책을 전문가를 통해 파악하여 개선방향을 제시하는 데 있다. 본 연구에서는 총 17명의 정신보건전문가를 포함한 당사자 및 가족들이 델파이 패널로 참여 하였고 총 4회에 걸쳐서 조사가 이루어졌다. 연구의 주요 결과를 정리하면 다음과 같다. 첫째, 정신장애인의 지역사회통합을 위해 가장 시급하게 요청 되는 정부의 정책에 대해 델파이 패널들은 맞춤형 주거지원정책의 수립과 공공재원의 확보를 가장 중요하게 생각하는 것으로 나타났다. 둘째, 정신장 애인의 지역사회통합증진을 위한 지역사회정신보건기관의 사업으로는 회복기반 주거지원사업과 정신장애 인식개선사업 그리고 당사자활동지원 확대 등을 중요하게 생각하는 것으로 나타났다. 이에 따라, 본 연구에서는 정신장애인의 지역사회통합 증진을 위해 필요하다고 판단된 정책 우선순위에 따른 정신보건정책의 방향성을 논의하고 제언하였다.

영문 초록

This study is proposed to suggest the policy priorities associated with community integration focused on helping the mentally disabled. For this purpose, delphi study method was utilized and a total of 17 professional panels represented by researchers and field experts had participated. There were 4 successive questionnaires given to the delphi panels. There were developed significant community integration agenda for prevailing mental health service. As the main results were shown as follows. Firstly, the most important mental health policy was housing support at community and government need to make an effort to secure public resources expanded with financial support for community integration of the mentally disabled. Secondly, it was presented as the most important agenda that is associated with housing support program, the project improving mental disability awareness and the support for the activities of the mentally handicapped. In conclusion, we discussed the direction of the new policy for promoting community integration of the mentally disabled.
