국문 초록

본 연구의 목적은 지방정부와 지역NGO 간 협력적 거버넌스의 성공 사례에 대한 분석을 통하여 협력적 로컬 거버넌스의 성공요인과 과정을 분석하는 것이다. 지역NGO와 아산시-아산시의회와의 협력적 거버넌스 구축의 성공요인 및 과정을 분석하기 위해 Ansell & Gash 모형을 통해, ‘아산시 인권조례’ 제정 과정에 대해 살펴보았다. 연구결과 지방자치시대에 분출하는 지역현안을 해결하기 위해 다양한 이해당사자들이 참여하는 협력적 거버넌스가 필요하며, 성공적인 협력적인 거버넌스가 구축되고 운영되는데 필요한 요인들을 입증할 수 있었다. 협력적 거버넌스가 성공하기 위해서는 이해당사자들 간에 신뢰가 형성되어 있어야 하며, 이해당사자들간 문제에 대한 인식을 명확히 공유하고 참여할 수 있는 장이 마련되어야 하며, 협력적 거버넌스 구축 과정에서 촉진자 역할을 하는 지방자치단체장의 역할이 크다는 점은 이번 연구에서 다시 한번확인 할 수 있었다. 따라서 협력적 거버넌스의 역량구 축을 위해 지역사회의 다양한 분야에서의 노력이 이루어져야 하며, 지역사회 차원의 시민교육 등의 다각적인 노력도 선행되어야 할 것이다. 본 연구는 지방의 중소도시 지역에서 지방자치단체와 지역NGO 간 협력체계를 강화하고 협력적 거버넌스를 구축하는데 시사점을 제공할 것으로 기대된다.

영문 초록

The purpose of this study is to analyse the success factors and processes of collaborative local governance through analyses of the success cases of collaborative governance between local governments and local NGOs. In order to analyze the success factors and process of establishing cooperative governance between local NGOs and Asan city, I reviewed the process of enactment of Asan City Human Rights Ordinance was examined through Ansell & Gash model. The result of this study, I found it is necessary to collaborative governance with various stakeholders to solve the regional issues that are emerging in the local autonomous era, and I could prove the factors the necessary factors for successful collaborative governance to be established and operated. In order for collaborative governance to be successful, trust should be established among stakeholders, a forum should be set up to clearly share and recognize the cnncerns among stakeholers, and local governments, In particular, the role of the head of the local governor as facilitator was once again confirmed in this study. Thus, in order to build collaborative governance capability, efforts in various sectors of the community should be made, and various efforts such as lifelong education at the community level should be preceded. This study is expected to provide implications for strengthening collaborative system between local governments and regional NGOs and establishing collaborative governance in local small cities.
