돌봄서비스의 공공성 문제: 지역아동센터를 중심으로

국문 초록

본 연구는 아동 돌봄의 사회화 과정에서 등장한 지역아동센터를 사례로 사회복 지서비스의 공공성 확보의 관점에서 돌봄의 제도화 현실을 비판적으로 고찰하는 것을 목적으로 한다. 먼저 이 연구는 공･사 구분이 변화하고 있는 오늘날의 사회문화 적･제도적 현실에 주목하면서, 이 변화를 반영한 새로운 공공성 개념 혹은 분석도구가 필요하다는 문제의식에서 출발하였다. 사회서비스는 기존의 공･사경계를 허물고 돌봄을 사적 활동에서 돌봄노동으로 변화시키는 돌봄의 제도화 과정 속에서 등장하 였기 때문에, 돌봄서비스의 공공성을 논의하기 위해서는 새로운 공공성 분석도구가 필요하다. 돌봄윤리와 공공성을 연결하는 기존 선행연구들에 대한 비판적 고찰을 통해 보편적 복지로서의 성격, 구체성과 반응성 등의 돌봄 수행의 특징이 반영된 정책 목표 달성(돌봄 공공성의 내용적 차원), 돌봄 수행의 특징이 반영된 서비스 전달체계 혹은 거버넌스 체계 구축(돌봄 공공성의 절차적 차원) 등과 같은 분석도구를 도출하 였다. 이를 기초로 지역아동센터를 통한 돌봄의 제도화 사례를 분석하였다. 결론적으로, 지역아동센터를 통한 돌봄서비스 전달체계는 공공성의 관점에서몇 가지 한계를 안고 있다. 모든 아동에게 개방적인 보편성 위에서 각 아동에게 반응 적이고 통합적인 돌봄서비스를 제공해야 함에도 불구하고, 서비스 제공의 전 과정에 중앙집중적인 관리와 감독을 강화함으로써 정작 일선 관료 및 민간 운영자에게 재량 권을 박탈하고, 취약계층 중심의 이용자 지정으로 이용자에게는 사회적 낙인의 장소가 되고 있다. 향후, 돌봄서비스의 다양한 영역에서 어떤 방식으로 전달체계가 구축 되고 있는지, 돌봄서비스 공공성의 관점에서 어떤 문제가 있는지 구체적으로 밝히 고, 이를 기초로 관계적 성격을 가지는 돌봄의 특성을 충실히 반영하는 국가-민간단 체-수요자(지역주민) 간의 돌봄 거버넌스 체계 구축으로 이어지기를 기대한다.

영문 초록

This study aims at critically exploring the institutionalization of social care through the Community Children s Center(CCC) from the perspective of the care publicity. The authors advocates for a differentiated analytical framework and a concept of care publicity from the publicity theory based on justice. They argues that it is urgently needed to redefine the publicity when you take into serious consideration the public-private divide. An analytical framework for child social care was developed from critical discussions on both of the publicity theory and the care ethic theory: defining care service as universal welfare, setting the policy goal reflecting the characteristics of caring such as concreteness and responsiveness(the contents level of the publicity), institutionalizing care service governance system which guarantees much greater discretion for care service agencies(the procedural level of the publicity). With the care publicity framework, the authors examine the case of CCC. In conclusion, the examination on the child social care of CCC reveals some limitations to its effectiveness. It could neither achieve its policy goal nor allow democratic participation of various actors. The center often becomes a field where stigmatization on its clients is taking place, rather than high quality care for all children in the community is provided. The service delivered by the center can be neither responsive to the concrete need of each child nor comprehensive. The decision making process is high centralized even under the condition of a greater welfare mix in social service. In oder to improve publicity in the child social care, the authors suggest a greater discretion and empowerment for its private partners and practitioners of caring.
