국어기본법과 한국어교원 자격제도에 관한 제언

국문 초록

세계 속에서 경제 강국으로 빠르게 성장하는 한국은 국력과 더불어 그 존재를 뚜렷하게 드러내고 있다. 정부의 노력과 한류 열풍 또한 한국을 세계 여러 나라 속에서 부각시키는 데 한몫하고 있다. 그에 따라 2000년대 이후에 한국어를 배우려는 외국인들이 급속하게 증가하여 왔다. 한국어를 세계에 보급하려는 정부의 노력은 한국어 교육의 확대로 이어지면서 국어기본법 제정 및 한국어 교육 운영지침, 한국어 교원 자격 제도 등을 제정하고 정비하는 성과를 가져 왔다. 그러나 한국어교육 기관 수가 급격히 증가하고, 해외로까지 확장되고 있기는 하지만 한국어교육을 담당하는 한국어 교원의 자격과 처우에 대한 제도는 아직도 미비한 실정이다. 따라서 본고에서는 국어기본법 제정과 2000년대 이후 급격한 증가 추세에 있는 한국어 교육 및 한국어교원자격제도 등에 대해 고찰해 보고, 미비한 점에 대한 보완과 개선방향을 제시하는데 목적을 두고자 한다.

영문 초록

South Korea, which is rapidly growing into an economic powerhouse in the world, clearly shows the presence of various aspects along with its national strength. The institutional efforts of the government and the increase in global popularity of Korean Wave are also contributing to highlighting Korea. Due to this phenomenon, foreigners who have tried to learn Korean since the 2000s have been expanding quantitatively. The government s efforts to spread Korean language to the world have led to the expansion of Korean language education, which has resulted in the establishment and maintenance of the Fundamental Law of Korean Language, Guidelines for the Operation of Korean Language Education, and Korean Teacher Qualifications System, etc. In spite of such as policy improvements, and also the rapid increase in the number of Korean language education institutions and continually expanding overseas, however, the qualifications and treatment of Korean language teachers are still insufficient. Therefore, this study is to analyze the actual conditions surrounding Korean language education (including teachers) and the appropriateness of the teacher qualification system based on the viewpoint of fundamental law of Korean language and Korean education after 2000 s, and to suggest supplementary and improvement measures.
