원산지규정 사후검증 모형화에 관한 연구

국문 초록

본 연구에서는 원산지규정 준수 위반을 확인하는 사후검증의 최적 스케줄에 대한 수리적 모형을 적정검증모형(Optimal Checking Model)을 통해 제시하였다. 기본적으로 원산지 사후 검증 적정횟수의 결정은 검증 시 발생되는 모니터링 비용(M)과 원산지규정 준수 위반이 사후 검증에서 밝혀지는 시점까지의 기간에 따라 발생하는 수입국의 피해(후생손실)를 최소화시키는 선택과정으로 묘사되었다. 즉, 사후검증횟수의 증가는 모니터링 비용을 증가시키지만 반대로 규정준수위반을 확인하는데 소요되는 기간을 감소시켜 수입국의 후생손실을 줄여주는 상충 (trade-off)관계를 가지게 된다. 따라서 본 연구에서는 이러한 총비용의 기댓값을 최소화하는 원산지규정 사후검증 최적 스케줄의 모형을 동태적 적정화(Dynamic Optimal Process)과 정을 통해 설명하였다. 연구결과 주어진 시간 t에서 사후검증의 모니터링 비용(M)이 적을수록, 원산지규정위반을 밝히기까지 걸리는 시간에 따른 후생손실 비용(D)이 클수록, 그리고 원산지 규정 사후검증 시스템의 안정성이 약화 될수록 적정 사후검증의 빈도수는 늘어나야 한다는 것을 제시하였다. 이러한 이론적 결과는 사후검증사례와 일치함을 확인할 수 있었다. 또한 검증의 주체인 국가 또는 기관의 관점이 아닌 독점기업의 관점에서 살펴보았을 때 가격의 수요탄력성이 높을수록, 한계비용이 클수록 사후검증의 빈도수는 줄어든다는 것을 설명하였다.

영문 초록

This research provides mathematical model of optimum RoO verification schedules that verify possible failures of compliance with RoO at a random time t by using optimal checking model. Basically, the number of verification checks is described as a choice process to minimize the loss resulted from the time between a failure and its detection and monitoring cost. Namely, there exists trade-off relation between an increase of verification checks augmenting monitoring cost and a decrease of welfare loss resulted from shortened time for detection. Therefore, this research explains the model of optimum RoO verifications schedules with dynamic optimization process. As a result, at a given time t, the smaller the monitoring cost for verification is, and the greater a welfare loss from an undetected failure is, the more often a failure happens, verification checks ought to be implemented more frequently, which is found to coincide with verifications cases in practice. In addition, from a perspective of monopolistic firms, we explain that the higher Price Elasticity Demand is and the greater marginal cost is, verification checks ought to be practiced less frequently.
