국문 초록

최근 화물자동차 운송시장에서 화물자동차 안전운임에 대한 논의가 있다. 이는 반 시장 매커니즘(Mechanism)에 의해 형성된 운임으로서 본 연구는 화물자동차 운송시장에서의 영향력을 분석하고 실질수입의 의미를 지니는 화물자동차 안전운임에 영향을 미치는 요인을 분석하여 관련 정보와 시사점을 제시하고자 하였다. 이를 위해 화물자동차 안전운임의 이슈에 대한 대책사항을 분석하였고 화물자동차의 순수입과 관련 지출비용 변수들로 구성된 패널(Panel)자료를 분석하였다. 분석결과를 요약하면, 먼저, 화물자동차 안전운임을 도입하기 위한 정책적 과제로서 화물자동차에 대한 순수입 기준에 대한 설정이 필요하고 부의 효과를 방지할 수 있는 규제정책의 도입 및 운임공표 시기와 파급효과를 고려한 제도적 보완장치가 필요함을 제시하였다. 둘째, 실질수입을 전제로 한 화물자동차 안전운임의 영향력을 분석한 결과 종속변수인 순수입에 운임, 총수입, 관리비, 주선료, 그리고 타이어비가 유의미한 영향을 미침을 확인할 수 있었다.

영문 초록

There is a discussion on truck safety rates in the freight car transportation market in recent years. This study provides related information and implication after that analyzes influence in the freight car transportation market to truck safety rates created by the anti-market mechanism and the factors affecting truck safety rates with the meaning of real income. For this, I analyzes the countermeasures against issues of freight car safety rates and panel data composed of expenditure cost variables related to the real income of the truck. The results of the analysis are summarized as follows. First, as a policy task to introduce truck safety rates, suggest that it is necessary to set up net income standards for truck, and to introduce regulatory policies to prevent the negative effects, to institutional supplementary devices considering announce timing and spillover effect of truck safety rates. Second, the analysis of the influence of truck safety rates on the assumption of real income shows that fare, total revenue, management fee(admin), commission, and tire cost have a significant influence of the dependent variable, net income.
