국문 초록

본 연구는 우리나라 문화지출의 수준과 위상을 국제비교를 통해 살펴봄으로써 우리나라 문화정책에 대한 방향성을 제공하고자 하는 목적으로 수행되었다. 우선 우리나라 문화지출 규모 및 위상에 대한 기존 문헌을 살펴보고, 국제비교를 위한 방법론으로 IEC를 소개하며, OECD 자료를 이용하여 우리나라 문화지출의 상대적 위상과 절대적 규모를 파악하였다. 연구 결과, 우리나라 문화지출수준이 OECD평균에 비해 작고 그 원인은 경제사회여건의 차이 때문이라기보다는 경제사회 여건 이외의 요인에 의한 것으로 나타났다. 그러므로 우리나라 문화지출 수준을 높이기 위해서는 가계의 문화지출 유인을 증대시키는 방안에 대한 모색이 필요하며, 정부부문의 문화지출 증가가 가계부문의 문화지출을 감소시키는 구축효과로 인해 좀 더 세밀한 분석과 평가가 이루어질 필요가 있는 것으로 나타났다. 따라서 최근 우리나라 범정부 차원에서 논의되는 창조경제 및 문화융성에서 문화분야 투자 및인프라 구축에 정부부문과 가계부문 간 시너지가 극대화되도록 정책방향을 설정할 필요가 있다.

영문 초록

or the purpose of providing a guideline for governmental policies in cultural expenditures in Korea, this paper provides the estimated level and status of Korean cultural expenditures relative to those of other countries. After surveying the previous literature on Korean cultural expenditures, we briefly introduce the IEC (International Expenditure Comparison) index as an international comparison tool and then obtain the comparative level and status of Korean cultural expenditures based on data from other OECD countries. The results show that the level of Korean culture expenditures is less than the average of other OECD countries and that the reason is not socio-economic in nature. In order to increase the level of cultural expenditures, it is necessary to seek measures to enhance cultural expenditures of the household sector in Korea. Furthermore, the possibility of the crowding-out effect, i.e., that the increase in cultural expenditures in the government sector would decrease the cultural expenditures of the household sector, will be analyzed and evaluated. Therefore, in order to increase investments and strengthen infrastructure in the area of culture, in line with the creative economy and cultural enrichment that are currently being proposed by the government, policies that maximize the synergy between the government and household sectors are suggested.
