국문 초록

본 연구는 문화예술분야 재정의 확충이 우리나라 경제의 선진화와 성장에 따라 예견되는 즈음에 기존 문화예술진흥기금의 기금존치평가를 기금존치 평가이론에 의거하여 고찰함으 로써 향후 문화예술분야 재원 확충 및 활용에 대한 정책적 시사점을 도출하고자 하는 목적을 갖는다. 한국문화예술위원회 재정사업의 주요 재원으로 활용되는 문화예술진흥기금에 대한 기금존치평가를 비판적으로 분석하고 우리나라 문화예술분야에 대한 최근 정책방향을 살펴봄으로써 정부문화재정의 역할에 대한 정책방향성을 제시할 필요가 있다. 그 결과 다음과 같은 방향성을 제시하였다. 첫째, 본 기금의 설치목적에 따라 핵심사업 중심 으로 문화예술진흥사업의 사업구조를 재구성하고 중장기비전과 미래사업도 이에 연계하여 조정 하여야 할 것이다. 둘째, 중기가용자산규모의 적정성을 위배하였는데, 향후 중기가용자산이 적정규모 이상으로 증가할 경우 일부를 공공자금관리기금에 예탁하여 자산의 효율적 활용을 꾀할 필요가 있다. 셋째, 문화예술진흥사업의 사회적인 수요가 문화융성에 연계되어 증가하고 문화 재정 2% 확충도 예견되는 바, 문화예술진흥기금의 추가재원 발굴이 시급히 필요하다. 따라서 우리나라 문화예술진흥사업의 핵심사업 중심의 재구성, 중기가용자산의 적정 운용, 그리고 추가재원 발굴을 위해 기금존치논리를 활용한 총체적 분석 및 중장기 발전방안 마련이 필요하다.

영문 초록

In response to the expected increase in national funds allocated to arts and culture, the Korea Culture and Arts Promotion Fund (KCAPF) operated by the Arts Council Korea (ARCO) has drawn a great deal of attention. This paper examines the fund maintenance evaluation results of the KCAPF in light of the evaluation principles and then details some of the policy implications of the increase in funds. After analyzing the evaluation results and recent policy trends, we provide suggestions regarding the role of the KCAPF. The policy implications reached in this paper are as follows. First, the ARCO should restructure the KCAPF with a focus on the core tasks needed to meet the goal for which it was initiated and should adjust her midterm vision and future business plans in light of this goal. Second, for the sake of budget efficiency, available funds that exceed the optimal level should be deposited into the Public Capital Management Fund. Third, as demand for cultural funds is expected to increase in the future, additional financing sources are needed for the 2% culture budget plan. Therefore, an analysis based on the principles of the fund maintenance evaluation is necessary in order to realize fund restructuring, optimal fund management, and the pursuit of additional financing sources.
