국문 초록

본고는 20세기 영일동맹 축의 동북아 국제정치 지형과 21세기 미일동맹 중심의 정치지형을 분석하고 그 유사성과 차별성에 주목한다. 이것이 한반도 안보와 동북아 지역질서에서 지니는 정치적 함의 및 정책적 시사점을 탐구한다. 영일동맹이 러시아의 위협에 대처하기 위한 유효한 수단으로 선택 되었다면, 현재의 강화된 미일동맹은 부상하는 중국을 염두에 둔 전략적 선택의 결과물로 읽혀진다. 차이점은 21세기 미일동맹의 전환이 한국을 배제하고 전략적 선택의 희생물로 삼았던 20세기 영일동맹의 재현은 아닐 것이다. 따라서 한국의 배제를 막기 위 해서는 한국이 전략적으로 한미동맹을 양국간 긴밀한 협력이 원활하게 작동되는 관계로 심화시켜야 한다. 그러나 한편으로 한국이 과거 러시아 대상의 영일동맹처럼 전적 으로 중국 대상의 미일동맹의 일방적 틀에 편승하기는 어려울 것이다. 장기적으로는 다자주의의 틀에서 중국의 협력적 참여를 배제하지 않아야 할 것이다.

영문 초록

This study analyses the security environment in Northeast Asia between the 20th century Anglo-Japanese Alliance and the 21st century U.S.-Japan Alliance. This study focuses on the similarities and the differences between two historical events. The results are as follows: first, the Anglo-Japanese Alliance is an effective means to respond to the Russian threat. The U.S.-Japan Alliance currently much more reinforced is a strategic step to cope with the advent of China as a great power in this region. Second, there was an exclusion of Korea from their alliances. It is also showed that the U.S.-Japan Alliance does not reconstruct the event of the Anglo-Japanese Alliance with respect to Korea. Third, to avoid an exclusion of Korea from their alliance, the ROK-U.S. Alliance should be gradually transformed into a more deepening mechanism. In the mean time, Korea could not be jumping on a bandwagon of the U.S.-Japan Alliance which is one-sided framework confronting China. Moreover, for the long term a multilateral security cooperation framework including China is needed to peacefully resolve the current problem on the Korean peninsula.
