서울의 환호, 평양의 좌절과 대처 : 서울올림픽과 남북관계

국문 초록

서울올림픽 개최는 냉전기 동안 전개되어온 남북한 체제경쟁의 명암이 뚜렷하게 엇갈림을 옹축적으로 보여준 사건이었다. 남한 정부는 올림픽 유치를 단순히 스포츠행사가 아니라 국제무대에서의 남한의 위상 제고와 사회주의권과의 관계개선을 도모하는 결정적 전기로 인식하고 접근했다. 북한도 서울올림픽이 갖는 이와 같은 정치적, 외교적 함의와 과장을 파악하고 있었다. 때문에 북한은 서울올림픽 개막이 가까워짐에 따라서 전전궁궁하면서 서울올림픽 저지 방안과 방해 전략에 골몰했다. 남한은 올림픽의 유치와 성공적 개최를 통해 남북한 체제경쟁에서 일단 승리를 거두었다. 그리고 그 성과의 바탕 위에서 한소, 한중수교를 통해 완승구도를 굳혔다. 그러나 남북한 체제경쟁에서의 남한이 일방적 승리를 거두고, 북한의 교차숭인 노력이 좌절되는 바로 그 지점에서 북한은 극도의 고립상태와 생존위험을 타파하기 위하여 핵을 통한 자체적인 균형전략을 모색했다. 이 점에서 서울올림픽의 성과를 바탕으로 사회주의권과 수교를 확대하고 이를 통해 북한을 개방시킨다는 전략은 성공하지 못하고 북한을 더욱 고립과 폐쇄상태로 모는 결과를 가져오는 한 계기가 되었다.

영문 초록

The 1988 Seoul Olympic Games was an occasion that pointed to the contrasting results of inter-Korean regime competition during the Cold War. The South Korean government hosted the Games, seeing its potential to serve as a decisive turning point that would elevate South Korea`s status in the international arena in the Games rather than as a mere sports event. Also, Seoul attempted to improve their relations with the socialist bloc. Meanwhile, North Korea understood political and diplomatic implications and ramifications of the Seoul Olympic Games. Therefore, North Korea focused its efforts on sabotaging and even thwarting the Games, losing their nerves. Successful completion of the Olympic Games, the Soviet-South Korean rapprochement, ant the China-South Korean rapprochement meant Seoul`s clean sweep in inter-Korean regime competition. However, North Korea tried to counter Seoul`s complete victory by developing nuclear weapons in order to break the impasse of isolation and secure regime survival. In this regard, Seoul`s strategy to establish diplomatic relations with the socialist bloc building on the successes of the Seoul Olympic Games, by which South Korea intended to spur Pyongyang to open to the outside world, could not gain the intended results. Instead, Seoul`s such strategy partly brought about North Korea`s further isolation and reclusion
