일본과 국제사회의 국제테러 대책에 대한 검토

국문 초록

일본을 포함한 국제사회는 한층 심화되고 국경 없는 현대의 국제테러 위협과 싸워야 하는상황에 직면해 있다는 것은 주지의 사실이다. 더욱이 2001년 미국의 9.11 테러사건을 계기로 일본은 테러에 대처하기 위한 대책과 관련법의 제·개정 작업들이 지속적으로 이루어지고있다. 이에 일본 경시청은 첫째, 거시적 대응, 둘째, 관민 일체의 일본형 테러 대책 수립, 셋째,「테러 대책에 대한 민간 카메라의 활용에 관한 조사 연구 보고서」활용, 넷째,「테러 대책 도쿄 파트너십」활용에 따른 테러 대책을 추진하고 있다. 또한 일본 경찰청은 첫째, 정보수집과 수사의 철저, 둘째, 중요시설 등의 보안계획, 셋째, 테러 대처 능력 향상 도모, 넷째, 관계부처와 연계강화, 다섯째, 수륙(水陸)대책의 강화, 여섯째, 관련 법령의 정비를 통해 테러 대책을 추진하고 있다. 국제사회 또한 국제연맹의 출범 이후부터 지금까지 국제 테러에 대해 단호하게 대응하고있다. 각국은 국제 테러에 대해 국제적인 협력 체제를 강화하는 한편, 국내적으로도 테러 대책을 강화하고 있다. 테러는 어떠한 이유로도 정당화 될 수 없다는 것은 자명한 사실이다. 이에 국제테러 조직 “알 카에다”와 관련된 조직뿐만 아니라 최근 몇 년 “ISIL” 등에 의한 테러위협이 증가하고 있는 가운데 국제사회가 일치단결하여 국제테러 대책을 실시하는 것이 중요하다.

영문 초록

The international community, including Japan, is faced with a deepening and belligerent threat of international terrorism without borders. Moreover, Japan has been continuously implementing measures to deal with terrorism and revision of related laws since the US 9/11 Terrorism in 2001. The Japan Metropolitan Police Agency has set up the following measures: (1) Macro countermeasures; (2) Establishment of Japan s countermeasures against terrorism; (3)Utilization of private cameras for countermeasures against terrorism; (4) Terrorism Measures are being pursued with Tokyo Partnership. In addition, the Japanese National Police Agency is working on the following issues: (1) focus on collection of information and investigation, (2) security plans for important facilities,(3) enhancement of terrorist coping capabilities, (4) strengthening links with related ministries (5) enhancement of land and sea, (6) countermeasures against terrorism through the improvement of relevant laws and regulations. In addition, the international community has responded resolutely to international terrorism since its inception. Meanwhile, domestic countermeasures are also being strengthened. It is self-evident that terrorism can not be justified for any reason. Also, the international terrorist organization related to Al Qaeda , ISIL threats such as have been increasing in recent years, and it is important for the international community to unite and implement international terrorism measures.
