복합리조트사업의 창조적 경제효과에 대한 분석

국문 초록

본 연구는 최근 논의가 심화되고 있는 복합리조트 사업 관련하여 외국인직접투자의 학문적 이론에 기반한 경제·사회적 효과를 분석하였다. 관련 이론에 따르면 외국인직접투자유입(Inward FDI)은 장점 및 단점이 분명하게 존재한다 복합리조트 사업은 대 표적인 서비스산업 중 하나로서 카지노 시설을 핵심으로 하는 리조트 사업이다. 기존의 리조트가 숙박·레저·스포츠(골프) 중심으로 서비스를 제공한다면 복합리조트는 기존의 숙박·레저·스포츠 외에 엔터테인먼트(테마파크) ·회의·쇼핑·게이밍 등 다양한 시설을 포함하는 개념으로, 막대한 투자금액이 요구되는 만큼 이로 인한 경제적 효과가 상당한 것으로 기대된다. 복합리조트 사업에 대한 반대 의견 중에서 국부 유출에 관한 논란이 있다. 그러나 IFDI 이론에 근거하여 분석해 보건대 이러한 주장은 모든 해외직접투자에 내재하고(embedded)하고 있는 이슈로 복합리조트 사업에만 국한된다고 볼 수 없다. 본 논문에서 복합리조트 사업은 단순히 카지노와 엔터테인트먼트 등으로 구성된 서비스 사업에 국한된 것으로 인식하지 않고 경영기법과 노하우(know-how)를 취득할 수 있는 배움과 지식이전의 허브로; 미래의 창조산업의 허브로; 그리고 글로벌 인력양성소의 허브로 인식하였다. 그 결과 복합리조트는 대한민국 경제성장을 이끌고 나갈 ``성장 플랫폼`` (growth expansion platform)의 역할을 수행할 수 있을 것으로 기대된다. 이러한 세 가지 주요 경제효과 이외에 대규모 해외투자자금 유입으로 인한 국가안보 및 국가브랜드에 미치는 긍정적 효과와 후방연계 서비스 산업의 발전도 기대할 수 있다.

영문 초록

This paper reviews economic and social effects of inward foreign direct investment (FDI) driven by integrated mega resort (IMR). After literature review we could identify both positive and negative effects of IFDI. IMR project is one of the service sectors which includes Casino/game business as core of its business model. While the conventional resort business offers lodging, leisure, and sports related services, IMR provides additional services such as entertainments, convention/conference arrange-ments, shopping, and incentives. Due to its large amount of investment size, its effect on local economy is expected to be huge. However, one of the concerns related to IMR is the leakage of national wealth of local economies. This concern is embedded in every FDI and is not exclusively related to IMR. We argue that IMR is not simply a project with game and entertainment services; we think of it as learning hub where local entities can learn advanced management and skills from foreign investors,; creative industry hub where local entertainment industries come together to form a globally competitive entertainment industry in cooperation with foreign investors who have accumulated enough experience and knowledge to guide the local entrepreneurs; and global talent hub where young local employees have chances to work with foreign co-workers and to serve foreign customers so that they will be able to accumulate global mindset which is a pre-requite for success in this globalizing world. After all, the IMR is expected to form a growth expansion platform for the local, Korean economy. In addition to these three major effects, IMR will have a positive impact on Korean national brand, its security, and backward-integrated industries.
