교회와 정부의 관계에 대한 부써의 견해

국문 초록

이 논문은 교회와 초기 정부의 관계를 다루는 글이다. 16세기 종교개혁자들은 교회를 하나님의 나라와 동의어로 본다. 이런 견해는 오늘날 교회가 하나님의 나라와 전혀 다른 것으로 보는 현대 신학자들의 견해와 다르다. 부써도 하나님의 나라와 교회를 동일시한다. 그런데 부써 신학의 특징적인 요소는 그리스도의 나라 개념이다. 부써에게 교회와 하나님의 나라는 그리스도의 나라로 통한다. 하지만 부써에게 그리스도의 나라는 단순히 교회만을 의미하지 않는다. 왜냐하면 그리스도는 온 우주를 다스리시는 만왕의 왕이시기 때문이다. 지금 이 세상은 사탄과 죄악의 영향아래 놓여 있기 때문에 그리스도의 완전한 나라일 수 없다. 그리스도의 완전한 나라는 그리스도께서 재림하실 때가지 이 땅에서 결코 실현되지 않을 것이다. 그럼에도 불구하고 그리스도께서는 교회의 머리이시기 때문에 자신의 몸인 교회를 통해 그리스도의 나라를 세상에서 확장시키길 원하신다. “하나님의 나라”(regnum Dei)인 교회 안에서 왕이신 그리스도께서 자신의 백성들을 자신의 말씀과 영으로 다스리신다. 그리스도의 나라는 세상적인 실제이자 동시에 하늘 나라다. 그 나라는 항상 교회를 통해 이 세상에 실현된다. 그러므로 “하나님의 나라”(regnum Dei)로서 교회와 “세상 나라”(regnum mundi)로서 국가는 서로 혼합될 수도 없고 분리될 수도 없다. 교회와 국가는 종말까지 지상에서 상호 독립적으로 병존하지만 반드시 상호 협력해야 한다. 교회는 영적인 검인 하나님의 말씀을 가지고서 하나님 나라를 죄인들 앞에서 닫을 수도 있고 열 수도 있다. 반면에 세상 정부는 물리적 검을 가지고서 모든 공개적인 죄들을 처벌한다. 세상 정부는 지상에서 그리스도의 나라를 세우고 확장하고 개혁하기 위해 반드시 교회와 함께 공역해야 한다. 그러므로 기독교 정부는 이 세상에서 최선의 정부 통치 형태로써 “기독교 공화국”(respublica christiana)이라 불릴 수 있다. 교회와 국가는 각자, 무엇보다도 먼저, 유일한 왕이신 그리스도께 복종해야 하고 그 다음에 서로에게 복종해야 한다는 것이 부써의 독특한 주장이다. 이런 점에서 교회와 정부의 관계에 대한 부써의 견해는 하나님의 도성과 세상의 도성으로 구분하는 아우구스티누스의 두 도성 개념 뿐만 아니라, 두 나라 즉 하나님의 나라와 세상의 나라로 이해하는 루터의 두 나라 개념과도 구분된다.

영문 초록

This article deals with the relationship between the Church and the earthly government. For the reformers in the 16th century, the word ‘ecclesia’ is a synonym for the word ‘regnum Dei’. This view does not seem as that of modern theologians who think those two ideas are fundamentally different from each other. Strasbourg’s Reformer Martin Bucer is also one of the reformers. He equates the Church with the kingdom of God. The concept of the kingdom of Christ is characteristic in order to understand the relationship between the churches and the governments in the whole theology of him. First of all, he considers it as the earthly church that is His body. But it does not simply mean the earthly Church, because He is the King of kings who rules the whole world. Though the Christ rules his people in this world through his Words and Spirit, the kingdom of Christ is not perfect on the earth until Christ’s Second Coming to judge everything of the creature. It cannot be completely realized in this world because of the Satan and the sins. Nevertheless, the Christ is here and now ruling his kingdom and enlarging it throughout the world. He rules his kingdom on the earth by his Words and Spirit. It is sure that the kingdom of Christ has an earthly feature. But we do not deny that his kingdom has also the heavenly characters. In this world, there is always a conflict between the Church as the ‘regnum Dei’ and the government as the ‘regnum mundi’. At the same time, the two kingdoms are independent from each other and cooperate with each other. Therefore, the Church and the State could not be mixed and may not be separated. Those two have to be cooperated in Christ who is the King of kings. With the spiritual sword, the Church could open or close the door of the heavenly kingdom for the sinners, whereas the government punishes the open sinners of society with the material sword as political authority. The worldly government must cooperate with the Church for the kingdom of Christ. For Bucer, the Christian State is the best of the governments which are able to exist in this world, called the ‘respublica christiana’. The Church and the State need first to be reigned by Christ as the one and only King of the universe. And then those two have to submit to each other. This is a distinct characteristic in Bucer’s thoughts about the relationship between the Church and the State. In this point, Bucer’s opinion is distinguished not only from Augustine’s idea of two cities, but also from Luther’s perspective of the two kingdoms.
