카이퍼 정치경제사상에 입각해서 본 현대사회의 문제점

국문 초록

카이퍼의 정치경제사상의 핵심이 되는 원리는 ‘영역주권’, ‘집합체가 아닌 유기체’ 그리고 ‘영적 발전에 있어서 강제가 아닌 자유’이다. 카이퍼는 이러한 원리들에 입각해서 당대의 구체적 사회문제들, 즉 사립학교의 독립성과 재정 확보, 노사간의 갈등, 식민지 문제 등에 대해서 나름대로 입장을 제시하였고, 현실정치 속에서 그 입장을 실현하는 데에 어느 정도 성공하였다. 그렇다면 카이퍼의 사상이 현대사회 문제 해결을 위해서도 의미 있는 대안을 제시하는 근거가 될 수 있는가? 현대사회 문제의 중요한 특징은 경제 영역이 세계화를 통해서 정치의 영역을 압도해간다는 데에서 찾을 수 있다. 카이퍼의 영역주권론에서는 정부가 영역들 사이의 충돌이 있을 때 또는 한 영역이 다른 영역을 침범할 때 영역들간의 경계가 지켜지도록 하는 임무를 지고 있는데, 그러한 정부가 세계수준에서는 존재하지 않는다. 또한, 그러한 세계정부를 구축하려 한다면 그것은, 적어도 카이퍼적 시각에 서서 보면, 죄악된 인간이 꿈꾸는, 그러나 이룰 수 없는 ‘세계제국’을 구축하려는 시도라고 이해할 수 있다. 가설적으로, 현대사회가 직면하고 있는 문제에 대한 해결책을 카이퍼적 사고의 틀 속에서 찾는다면 첫째, 일국내에서 경제영역이 다른 영역을 침범하지 않도록 하는 ‘헌정적’ 질서를 강화하는 것, 둘째, 경제가 다른 영역을 침범할 수 있게 해주는 세계화의 통로가 되고 있는 국민국가 중앙정부의 권력을 지역과 다양한 사회조직으로 이양시키는 노력, 셋째, 세계정부 구축의 유혹에 빠지지 않으면서, 경제 이외 영역의 주권을 지킬 수 있도록 하는 국제적 조직, 기구, 그리고 규범의 강화를 위해 노력하는 것이 될 것이다.

영문 초록

The principles that constitute the core of Kuyper’s political and economic thought are ‘sphere sovereignty’, ‘society not as an aggregate but as an organism’, and ‘spiritual development not by force but by freedom’. On the basis of these principles, he presented his own position on concrete social issues of his time, such as independence of and government’s financial support to private, religious schools, conflicts between labor and capital, and colonial problems. If so, can his ideas be the basis for suggesting meaningful solutions to modern social problems? An important feature of modern society’s problems is that the economic sphere overwhelms the sphere of politics through globalization. In Kuyper’s views on sphere sovereignty, the government has the task of keeping boundaries between other spheres when conflicts occur or when a sphere invades another. Such a government does not exist on the global level. Also, an attempt such a ‘world government’ would be, at least from Kuyper’s perspectives, a project to build a ‘world empire’ which sinful human dream of but can not be realized. Hypothetically, solution to the problems facing modern society in the framework of Kuyper’s view, can be found in; first, strengthening the ‘constitutional’ order prevent economic sphere from intruding on other areas, secondly, transferring the power of the national government, which has become a channel of globalization that allows the economy to intrude on other spheres, to the regional and diverse social organizations, and, thirdly, strengthening international organizations and norms that help ensure sovereignty of different spheres whereas not falling into the temptation of building a world government.
