밀양 송전탑 사건을 둘러싼 정당성 담론의 전개

국문 초록

밀양 송전탑 사건은 다양한 함의를 가지고 있다. 전력수급문제, 재산권 문제, 국가폭력과 시민 저항 문제, 핵발전 문제, 대단위 송전 문제, ‘송주법’ 문제, 공공정책 갈등 문제, 탈핵 문제, 마을 공동체 해체 문제 등이 이 사건과 관련되어 있다. 최근 밀양 송전탑 건설 반대 운동을 주도하는 세력은 송전탑 무력화의 일환으로 탈핵 운동에 매진하였다. 그래서 밀양 송전탑 건설 반대 운동에 관여하는 사람들 사이에서 밀양은 ‘탈 핵의 상징’으로 받아들여진다. 그러나 이 사건은 본래 그렇게 사람들의 관심을 받지 못했다. 이사건이 전국적 이슈로 받아들여진 계기는 이치우 어르신 분신 사건이었다. 그 시기 밀양은 강정과 함께 무도하고 불합리한 국가 공권력의 폭력적 집행 사례로 주목되었다. 이제 신고리 5, 6 호기 건설이 재개되면서 밀양 송전탑 사건과 탈핵 이슈와의 관련성은 다시 환기될 기회를 얻기 어렵게 되었다. 그렇다면 밀양 송전탑 사건은 한국 사람들에게 어떻게 기억될 수 있을까? 이 질문의 답을 찾아보기 위해서 송전탑 건설을 둘러싼, 주로 찬반 진영의 정당성 담론의 변화 추이를 살펴보고자 한다. 이를 통해서 투쟁적 상황의 사실이 정당성 담론에 기반한 ‘진실한 이야기’로 규정될 수 있고, 그래서 비식별적 정의(正義) (定義될 수 없는 正義)의 모습으로 갈등하게 되 면서 여러 사실이 존재하게 된다는 것을 확인할수 있다. 그리고 그러한 ‘사실들’이 정당성 구성을 위한 가치판단의 산물이기 때문에 그것은 구성적 특성을 갖는다.

영문 초록

The Mir-yang transmission tower conflict has various implications. Issues of power supply and demand, property rights, national violence and civil resistance, nuclear power generation, massive power transmission, anti-nuclearism, the demolition of village communities, etc. are all linked to this case. The forces that led the movement against the construction of the Mir-yang transmission tower recently launched an anti-nuclear campaign as part of the power tower disabling movement. Therefore, Mir-yang is accepted as a symbol of “No Nuke” among the people involved in the movement against the construction of the Mir-yang transmission tower. However, the Mir-yang conflict did not initially receive so much attention. It was only accepted as a nationwide issue after Lee, Chiu’s self-immolation. At that time, Mir-yang was noticed as an instance of the violent execution of national powers, along with Gang-jeong. With the resumption of the construction of the Shin Gory nuclear power plants No. 5 and 6, the relationship between the Mir-yang case and the anti-nuclear issue has become less noticeable. How, then, will Koreans remember the Mir-yang case? To answer this question, we will examine the changes in the legitimacy discourses of the main pros and cons surrounding the construction of the transmission tower. Through this, we confirm that the facts of the conflictive situation can be defined as a “true story” based on the legitimacy discourse. Therefore there are various facts that conflict with one another, making it an indistinguishable justice.
