국문 초록

이 연구는 1990년대 말부터 일본정부가 ‘작은 정부’를 표방하며 추진한 내각부의 행정개혁과 문부과학성의 문화예술정책 사이의 상호관계를 분석한 것이다. 일본에서는 고도경제성장기에 전국 지방자치단체가 경쟁적으로 미술관을 건립하다가, 거품경제 붕괴를 계기로 그 미술관들을 행정실패를 대변하는 존재로 간주하며, ‘작은 정부’ 행정개혁의 일차적 대상으로 설정하는 대전환이 일어났다. 이러한 변화 속에서 일본정부의 행정개혁과 문화예술정책이 상호 갈등하는 긴장관계를 연출하며, 문화예술정책의 축소가 아닌 종합화 및 체계화, 그리고 확장이 이루어진 측면에 주목하여, 정부차원의 행정개혁과 미술관정책 사이의 관계를 재고해 보고자 한 것이 본 논문의 목적이다. 이를 위해 먼저 ‘작은 정부’의 행정개혁이 어떻게 미술관에 변화의 압력을 행사했는지를 핵심적인 제도를 중심으로 검토하였고, 이러한 행정개혁에 대해 문부과학성 및 문화청이 종합적인 문화예술정책의 체계화로 대응하면서, ‘미술관의 공공성’ 논리를 근간으로 미술관정책을 점진적으로 강화, 확장해간 측면을 분석했다. 그리고 마지막으로 문부과학성 및 문화청이 ‘문화예술입국’을 내걸고 독립 행정법인제도의 개혁을 요구하며 그간의 행정개혁에 대해 도전하는 입장을 살펴봄으로써, 행정개혁이 문화예술정책의 강화 및 확장을 위한 정책수단으로 활용된 측면을 검토했다.

영문 초록

In the period of rapid economic growth, there were the broad booming of establishing art museums throughout the nation in Japan. But after the collapse of bubble economy, those art museums were regarded as the symbolic existence of administrative failure, and become the important target of the public administrative reforms of ‘small government.’ Considering this background, I focused on the art museum policies in Japan and argued the relationship between the public administrative reforms and the cultural & arts policies of Japanese government. In this literature, first of all, I reexamined how the public administrative reforms of ‘small government’ exerted the pressure of changes on art museums. And then, I inspected that the Ministry of Education, Culture, Sports, Science and Technology and the Agency for Cultural Affairs did systematize the cultural & arts policies and enforced the art museum policies on the ground of principle of ‘the publicness of art museum’ against the public administrative reforms. Finally, examining that those governmental departments required the reforms of the independent administrative institutions under the slogan of ‘the establishment of state on the basis of culture & arts’ and challenged the public administrative reforms, I intended to explain the aspect that the public administrative reforms were practically used as the administrative instruments for the enforcement and expansion of cultural & arts policies in Japan.
