국문 초록

본 논문은 소외 아동·청소년들에게 오케스트라 교육을 무상으로 지원하고 있는 엘 시스테마 코리아 사업(사업명 꿈의 오케스트라)의 발전전략에 관한 연구이다. 꿈의 오케스트라는 베네수엘라 무상음악교육 ‘엘 시스테마(El Sistema)’를 모델로 한 한 국형 오케스트라 교육으로, 문화사각지대에 있는 소외 아동·청소년들의 오케스트 라 교육을 통한 다면적 성장과 지역사회의 발전을 동시에 추구하는 지역 네트워크 형 사회문화예술교육이다. 이 사업은 문화체육관광부와 한국문화예술교육진흥원 지원으로 현재(2015년 6월 기 준) 전국 38개 거점기관에서 진행되고 있으며, 거점기관들의 지속적인 운영을 위한 자립역량강화를 목표로 운영되고 있다. 하지만 전국에 분포되어 있는 거점기관들이 공급주도의 하향지원 방식으로 운영되어 안정적이고 연속적인 교육이 제대로 이루어 지지 않은 채 행정 절차에 치인 교육부재가 반복되고 있다. 본 연구는 사업 운영전략 의 미흡과 비효율성, 공공지원에 의존하는 거점기관의 자발적 운영의지 부재에서 발 생하는 문제점들을 극복하고, 참여아동들에게 교육기회를 지속적으로 보장해야 한다 는 지점에서 출발하여 꿈의 오케스트라 발전전략을 제시하고자 한다. 꿈의 오케스트라는 개별 음악가 양성을 위한 교육이 아닌 사회적 역할을 수행하는 교육사업이다. 이를 위해 효과적인 운영방향의 수립과 동시에 사업현황에 따른 문 제점을 보완할 수 있는 세부추진계획까지 검토하였다. 지역 거점기관들이 지역 안 에서 자리 잡아가기 위해서는 지역성, 환경 및 교육여건 등이 고려된 효율적인 운 영이 요구된다. 본 연구는 운영 및 교육주체가 지역자원과 네트워크를 기반으로 한 운영계획을 수 립할 수 있도록 방향과 모델을 제시하고 있다는 점에서 의의를 가진다. 현재 수도 권과 대도시를 중심으로 거점기관이 확대되고 있으나, 꿈의 오케스트라 교육이 절 실히 필요한 문화사각지대의 아이들에게까지 교육혜택이 제공되기 위해서는 운영주 체의 노력뿐만 아니라 거점기관들의 자발적인 운영의지와 열정이 담보되어야 할 것 이다.

영문 초록

This study was conducted on the development strategy of the ‘El Sistema Korea(The business name is ‘Orchestra of Dream’)’ that supports the marginalized children and youth of the most vulnerable families by providing orchestra arts education. The El Sistema Korea is a Korea-styled program of the ‘El Sistema’. It is a regional network - typed community arts education program aimed to pursue the multi-faceted growth of children and the community development by providing an opportunity for orchestra education. The education program is being provided in 38 educational institutions of the country with the help of Ministry of Culture, Sports and Tourism and Korea Arts & Culture Education Agency. But the educational institutions distributed nationally are being operated by the supply-driven top-down support, so the ongoing and continuous education is not provided and the absence of education in accordance with administrative procedures is being created repeatedly. This study was thus inspired by the idea that the children participating in the education program must be guaranteed continuing education opportunities. El Sistema Korea is the education program playing a social role, not to train musicians but to help children with holistic growth through orchestral activities. Currently, educational institutions are operating centered around metropolitan Abstract areas and major cities. But to ensure the educational benefits are provided to the children in cultural blind spots, who indeed need the education of El Sistema Korea, efforts by operational entities must be guaranteed, as well as voluntary operational commitment and passion by educational entities.
