조건부가치측정법에 의한 전주세계소리축제의 경제적 가치추정 연구

국문 초록

본 연구는 국내 문화예술지역축제의 보편적인 논의들을 담고 있는 전주세계소리축제에 대한 전라북도 도민들의 경제적 가치를 추정하여 대표적인 지역정부 지원 축제의 공공지원 정책에 대한 실질적인 정책적 제언을 하고자 하였다. 문화예술지역축제의 경제적 가지를 측정하기 위해 비시장재화의 가치추정 기법인 조건부가치측정법(CVM : Contingent Valuation Method)을 이용하였다. 조건부가 치측정법은 시장이 존재하지 않아 관찰할 수 없는 소비자의 선호를 설문을 통해 직접 질문하여 이끌어내는 방법으로 본 연구는 효용이론에 적합한 Hanemann(1984)의 효용격차모형을 사용하였다. 2015년 5월 1일부터 10일까지 전라북도 도민들을 대상으로 총 306부 설문을 실시하였으며, 통계프로그램인 SPSS를 이용 로지스틱 회귀분석을 통해 지불의사금액(WTP : Willingness to Pay)을 추정하였다. 연구결과, 전주세계소리축제의 1인당 평균 지불의사금액은 18,744원이 도출되었으며, 총 경제적 가치는 약 350억 원으로 도출되었다. 축제에 대한 인지도와 필요성은 높게 나왔으며 만족도 및 방문경험은 다소 낮은 결과를 보였으며, 전주세계소리축제를 유지하기 위한 기부금 지불의사에 유의미한 영향을 미치는 변수는 축제의 필요성과 만족도 변수로 나타났다. 이 연구는 전주세계소리축제의 공공지원에 대한 정당성 확보에 대한 근거를 제시하고, 나아가 전주소리축제가 비단 전주만의 축제가 아닌 전라북도 도민들을 아우를 수 있는 변화된 축제 정책 및 프로그램 개선방안이 필요하다는 것을 제시하였다.

영문 초록

In the Korean society, a need for evaluating economic value of arts and culture has increased due to the influence of reformation of local government system since 1995. Local economic development became an important issue after launching the local government system and each local government in Korea has tried to enhance its economy by utilizing cultural events. Specifically, local governments intended to better regional economy through local festival events and during this time there were about 700 local festivals in Korea. The rapid increase of local festivals has several benefits such as introducing local attractions to foreigners and tourists. On the other hand, some people argue that it is a waste of tax money to launch public-funded local festivals and the local governments need to reorganize wasteful and in-efficient local festivals. Thus demonstrating the justification for public support for local festivals is a significant matter these days and it is time to present policy suggestions for effective local events. This present study estimated the economic value of Jeonju International Sori Festival, involving general discussions on local festivals, in Jeollabuk-do. Also it study also aimed at providing practical suggestions for the public support for local festivals by looking back to the last twenty years of implementations of the local government system aid. The present study employed Contingent Valuation Method (CVM), a method to elicit market valuation of a non-market good, in order to estimate the economic value of Jeonju International Sori Festival, one of the representative local festivals in Jeollabuk-do. The survey was conducted to the residents of Jeollabuk-do from May 1st, 2015 to May 10th, 2015, analyzed 306 answers while eliminating unreliable questionnaires, and estimated the economic value of Jeonju International Sori Festival. The Statistical Package for Social Science(SPSS) was used to analyze the data and based on the regression coefficient using Logistic regression, the value of WTP was finally estimated. The results indicated the relatively higher levels of participants’ awareness and necessity of the festival but the lower levels of satisfaction and visitors’ experience of the festival. Indeed, two variables indicating the necessity and satisfaction of the festival, respectively were statistically significant for willingness to pay that is, the more the participants realized the necessity of the festival and visited the festival, the more they were willing to pay. The value of WTP per person was 18,744 Korean won and the estimated total economic value was approximately 35 billion Korean won. It is hoped that the results of the present study vindicate a need for public support for Jeonju International Sori Festival and provide relevant suggestions for public-funded local festival events.
