국문 초록

공공극장은 국내 공연예술의 중요 인프라 역할을 담당해 왔으나 비효율적인 조직구조와 전문성의 결여로 인해 많은 비판을 받아왔다. 1990년대 후반 IMF를 맞아 민간 참여 기능을 확대하는 공공부문의 개혁이 이루어졌는데, 세종문화회관도 시장경제 체제 속에서 무대공연의 전문성과 예술성이 증진될 것이라는 긍정적 기대 속에 법인화가 진행되었다. 그러나 공공극장 법인화 이후 18년이 지난 현재까지도 운영 성과분석이 체계적으로 이루어지고 있다고 보기 어려운 실정이다. 따라서 본 연구에서는 공공극장 법인화와 관련된 선행연구를 바탕으로 운영 성과분 석을 위한 기준을 도출하고, 법인화가 공공극장의 운영성과에 미친 영향을 객관적으로 분석하였다. 법인화의 가장 큰 쟁점인 3가지 범주 즉, 예술성, 공공성, 효율성을 중심으로 총 5가지 성과분석 기준을 선정하였다. 이를 국내 최초로 공공극장 법인화가 이루어진 세종문화회관에 대입하여 운영성과를 분석하였다. 본 논문은 공공극장의 법인화 운영 성과를 객관적 기준에 따라 체계적으로 분석하였음에 의의가 있다. 공공극장의 발전을 위해 효율적이고 체계적인 운영 방향 제시를 통해 국내 공연산업 생태계의 성장 및 활성화에도 기여할 것으로 예상된다.

영문 초록

Public theater has been playing a role as an important infrastructure for the art performance. However, it was criticized due to inefficient organizational system and lack of expertise. In the late 1990s with IMF, reformation was taken place to enlarge public function, and public theaters were put under a corporatization progress starting from Sejong Center. In company with the positive expectation of securement of expertise and artistic value, there have been concerns about harm on publicness. Nevertheless, many public theaters have been corporatized up to the present day. After 18 years of corporatization of public theaters, however, analysis on the systemic operation performance is still insufficient. Thus, this study attempted to analyze the impact of corporatization of public theaters on their operation performance based on performance analysis standards derived from literature review. Analysis was done focusing on Sejong Center, which is the first public theater in Korea. Focusing on three categories (artistic value, publicness, and efficiency) with two sub-standards, total 5 performance analysis standards were derived. This paper has its academic implication in that it performed corporatized operation performance with an objective view. Furthermore, this study result could be utilized for setting an efficient and systemic direction of operation of public theaters, and expected to contribute to development and revitalization of industrial ecosystem of domestic art performance.
