전쟁의 기억과 ‘문화국가’론

국문 초록

‘문화국가’는 국가로부터의 자유와 적극적인 국가개입이라는 상반된 내용을 포함하고 있는 역설적 개념인 만큼 신중한 접근을 요하는 데 비해, 국내에서는 ‘문화국가’ 개념이 충분한 개념적 논의가 이루어지지 않은 상태에서 문화정책의 최상위 비전을 표현하는 정책언어로 관행화된 측면이 크다. 동시에 그간의 문화정책과 관련된 이념적 논의들은 이러한 ‘문화국가’ 개념보다는 정책적 각론이나 방법론에 집중되어온 경향을 보인다. 그러나 최근 문화정책에 대한 근본적인 성찰과 혁신, 개헌을 통한 문화국가원리의 재정립 등이 요구되는 상황은 문화정책의 핵심 개념이자 원리로 간주되어온 ‘문화국가’에 관한 보다 엄밀하고 비판적인 재검토를 필요로 한다. 이에 본 논문은 ‘문화국가’ 개념이 제2차 세계대전이라는 전쟁의 기억에서 비롯되어 전체주의에 대한 반성과 민주주의의 실현이라는 이념적 지향 속에서 전후에 국제적으로 확산된 역사적 구성물이라는 관점에서 ‘문화국가’ 개념을 관통하고 있는 전체주의와 민주주의, 통제와 자유, 국가주의와 개인주의 등의 역사적인 이념논쟁을 검토했다. 특히 본 논문은 중일전쟁 발발에서 패전 후 미군정 시기(1937~51)에 일본에서 전개된 ‘문화국가’론에 초점을 맞춰 계보학적 분석을 시도했다. 이는 이 시기 일본에서의 ‘문화국가’론이 전쟁의 기억에서 촉발된 본질적인 이념 논쟁을 압축적, 역동적으로 체현하고 있다고 보았기 때문이다. 이처럼 전쟁기와 전후를 관통하는 일본의 ‘문화국가’ 논쟁에 대한 분석을 통해 본 논문은 ‘문화국가’에 관한 논의의 빈곤을 보충하고 전체주의에 대한 민주주의, 통제에 대한 자유, 국가주의에 대한 개인주의를 위한 ‘문화국가’ 개념의 재정립에 성찰적 실마리를 제공하고자 했다.

영문 초록

The definition of ‘cultural state’ includes two conflicting ideas, that is, the freedom from the state and the government intervention in cultural activities. Such a paradox requires more deliberate approach to the ‘cultural state’, but there have been tendencies that the ‘cultural state’ was used as a habitual expression for cultural policy by Korean government without full discussing or investigating on it. At the same time, the ideological discussions about cultural policy have concentrated on the particulars or methodologies of cultural policy rather than the conceptual problem of the ‘cultural state’ itself. However, the new Korean government is facing urgent problems of the fundamental reflection on and innovation of cultural administration including reestablishment of the principle of cultural state by constitutional amendment. Therefore, this literature intended to reexamine historical disputes over the ideologies of ‘cultural state’ such as totalitarianism vs democracy, control vs freedom, nationalism vs individualism, and so on, especially focusing on the discourse of ‘cultural state’ in wartime and postwar Japan. That’s because I thought the concept of ‘cultural state’ is a historical constructs which have proliferated since WWⅡ from the memory and reflection of wartime totalitarianism. Also because I thought that the discourse of ‘cultural state’ in Japan during that period from the Sino-Japanese war(1937) to the treaty of San Francisco(1951) embodied in itself the fundamental characteristics of ‘cultural state’ disputes originated from the memory of war. By reexamining that historical ‘cultural state’ disputes in Japan, I expected that this literature could provide a reflective clue to reestablish the concept of ‘cultural state.’
