국문 초록

본 연구는 개별적 또는 다른 단체와 함께 개발 활동을 수행하는 개발 NGO와 정부 간의 협력을 고찰하고자 양측의 협력요인들을 분석하고 이들 요인들에 대한 인식차이를 규명한다. 공적개발원조를 시행하는 정부기관 중 NGO와 가장 활발히 협력하고 있는 한국국제협력단(KOICA)과 개발 NGO 협의체인 국제개발협력민간협의회(KCOC)에 속한 개발 NGO들을 대상으로 협력 현황에 대해 조사한 후 협력에 영향을 미치는 요인들을 살펴보았다. 이전의 경험, 빈도, 효용성 등 협력 정도를 분석한 결과 협력 경험과 효용성이 정부와 개발 NGO의 협력의향에 영향을 미치는 것으로 나타났다. 또한 경제적, 관리행정적, 정치적 측면 가운데 관리행정적 측면만 협력의향에 유의미한 영향을 주었다. 정부는 관리행정적 측면에서 개발 NGO와 협력하려는 인식이 개발 NGO에 비해 높았으며, 개발 NGO는 경제적 측면에서 정부보다 협력관계를 중시하는 인식을 보였다. 나아가 대규모 NGO와 소규모 NGO는 정치적 측면에서 인식 차이가 나타났다. 이와 같은 분석결과를 기반으로 협력을 저해하는 요인을 고려하면서 정부와 개발 NGO의 관계를 발전시키기 위한 정책적 시사점을 제시한다.

영문 초록

This study explores the motivations for cooperation between the South Korean government and development NGOs and examines the difference of mutual perception. For an empirical research, survey was conducted targeting for the Korea International Cooperation Agency (KOICA), which is most actively cooperating with NGOs among government aid agencies, and NGOs belonging to Korea NGO Council for Overseas Development Cooperation (KCOC). Analyzing the degree of cooperation such as previous experience, frequency, and efficiency, we found that two factors influenced the willingness of government and NGOs to cooperate: experience and efficiency. In addition, only the administrative factor of economic, administrative, and political aspects had a significant impact on the perception of cooperation. Interestingly enough, the government showed higher perception in terms of administrative management than NGOs, while NGOs had higher perception in economic aspect than the counterpart. Furthermore, large NGOs and small NGOs had different perceptions of cooperation in political aspects. Based on the results, the implications for strengthening the relations between the government and NGOs were suggested.
