국문 초록

본 논문의 연구목적은 이머징 이슈(emerging issues)를 대안미래 개발에 어떻게 적용할 것인가를 논의하는 것이다. 이머징 이슈는 미래에 발생할 사건과 트렌드를 식별하는 것으로 미래학에서 중요한 연구 기법 중의 하나 이다. 많은 이머징 이슈들 중에서 어떤 것이 직접적으로 미래에 영향을 끼치고 커다란 함의를 갖고 있는지 판단하기는 쉽지가 않다. 본 논문은 이머징 이슈가 등장하는 처음 단계에서 마지막 단계까지 예측에 어떻게 적용할 것인지에 대한 기본적인 틀을 제공할 것이다. 이러한 연구목적을 달성하기 위하여, 본 논문은 다음과 같은 네 가지 단계를 제안한다. 첫째. 주제에 대한 정의, 둘째, 스캐닝과 모니터링, 셋째, 이슈 식별과 평가, 넷째, 대안 미래에 대한 적용 등이 있다.

영문 초록

This main purpose of this paper is to discuss the development of emerging issues to alternative futures. Emerging issues are one of the main topics in futures studies to identify future events and trends. It is hard to evaluate which emerging issues are affecting the future or considerable implications. This paper provides guidance as to how to deal with the emerging issues from the early stage to the final stage to apply to the foresight. To get the future consequences and implication of emerging issues, this paper suggests four development stages as follows: (1) definition of the topic, (2) scanning and monitoring, (3) issue identification and assessment, and (4) input to alternative futures.
