적정기술을 활용한 대북지원 가능성

국문 초록

최근 포터(Porter)를 중심으로 경제적·사회적 편익을 동시에 추구하며 비즈니스 경쟁력을 강화하는 공유가치창출(CSV : Creating Shared Value)에 대한 관심이 증대 되고 있다. 공유가치는 기존 경제적 요구를 넘어선 사회적 요구가 시장을 만들어 낸다는 원칙에 기반을 둔다. 최근에는 국제개발협력 등 다양한 분야에서 CSV의 개념이 활용되고 있다. 이러한 관점에서 앞으로의 대북지원은 남북 모두에 이익이 될 수있는 방향으로 전개되어야 한다. 기존 정부의 대북지원은 남북관계 관리를 목적으로 하는 수단으로 활용된 측면이 있으며 일시적이고 분절적인 물자중심의 대북지원이 주를 이뤘다. 때문에 기존의 대북 지원은 항상 정치적 논란을 야기하며 남남갈등의 주된 요인 중 하나로 작용했다. 따라서 앞으로의 대북지원은 기존의 대북지원 방식에서 탈피하여 북한 스스로가 근본적인 문제를 해결해 나갈 수 있도록 유도하는 방식으로 방향을 전환할 필요가 있다. 이를 위해 만성적인 식량부족과 에너지부족 등으로 생존권을 위협받는 북한주민들의 상황을 개선시킬 수 있는 적정기술(appropriate technology)을 활용할 필요가 있다. 북한주민들에게 필요한 적정기술을 개발하여 남한의 사회적기업을 통해 생산하고 이를 대북지원에 활용한다면 북한주민들의 열악한 상황을 개선(사회적 편익)하는 동시에 사회적기업을 통한 남한 내 저소득층 일자리 창출(경제적 편익)도 가능해 진다. 이러한 관점에서 본 논문은 공유가치창출(creating shared value)의 관점에서 적정기술을 활용한 대북지원 가능성을 모색해 보고자 한다.

영문 초록

The aim of this paper is to seek new paradigm through Creating Shared Value(CSV) for the aid policy toward the D.P.R.K.(North Korea). Recently, scholars take a profound interest in CSV which is focused on the strategy for increasing both social value and economic value with Porter and Kramer as the central figure. CSV is based on the rule that social needs create markets and is used in international development and cooperation. In this point, future’s aid project for North Korea needs to continue with both Korea’s benefits. The thing is that aid projects toward North Korea ought to change from temporary methods to productive and beneficial ones that help North Korea solve their inner problems by its own ability. Therefore, I assert that it would be reasonable and desirable for the R.O.K.(South Korea) to develop appropriate technology that can help the North improve people’s living standard. I strongly believe that the South Korean government needs to institute policies to promote various products through social enterprises and to use this technology for aid project toward North Korea. It will play a pivotal role in both improving North Korea’s living standard and creating more jobs in people in lower-income brackets of South Korea.
