독일통일 후 구동독 대학체제 개편사례 연구

국문 초록

본 논문은 독일통일 후 구동독 지역에서 추진된 구동독 대학체제 개편사례를 고찰하여 남북한 통일 후 북한 지역의 대학체제 개편 과제 추진 과정에서 참고할 수 있는 시사점을 도출하는데 연구의 목적이 있다. 독일통일 전후 추진된 구동독 대학체제 개편을 통해 구동독 대학은 폐지, 유지, 합병 등의 방식으로 개편되었고, 구동독 연구 기관은 폐지, 대학으로의 편입, 연구기관으로의 편입 등의 방식으로 개편이 추진되었다. 인력 측면에서 전체 인력에 대한 평가를 통해 조기 퇴임, 계속 임용 등의 조치가 취해졌다. 통일 후 구동독 대학체제 개편을 통해 대학의 자주권이 회복되는 등의 성과를 도출하였으나 신속한 개편을 추진하는 과정에서 인적 처리 등의 측면에서 한계를 보였다. 통일독일의 대학체제 개편사례는 남북한 통일 후 북한 대학체제 개편을 위한 체계적인 사전 준비가 필요하다는 시사점을 제시한다.

영문 초록

This study aims to examine the restructure process of higher Education of the former East Germany following German unification. More specifically, the study focuses on drawing some policy suggestions and implications for achieving restructuring of North Korean higher Education in a unified Korea. In fact, the higher education in the former East Germany had been restructured based on the West German higher educational system after German unification. The results of the study indicate that the restructure of higher education in the former East Germany based on that of West German was successful with stable management by means of various transitional measures. However, it shows some shortcomings because it had been carried out in too short a period of time and resulted some negative outcomes for example in field of personal reorganization. Furthermore, the study points out that German case of Restructure process of higher Education after German unification has implications for specific ways Korea should pursue to achieve Restructure of North Korean higher education system in a unified Korea. To be more specific, it suggests to plan how to restructure the North Korean higher education system in a stable way.
