국문 초록

본 연구는 CCTV의 기능과 효과성을 향상 시킬 수 있는 방안을 제안하는 것을 목적으로 하고 있다. 이를 위하여 서울시 주요 자치구의 CCTV 운영현황을 비교분석하고, 이를 바탕으로 동작구를 중심으로 SWOT를 통한 효율적인 CCTV 운영방안을 제시하고 있다. 본 연구는 CCTV 외에 셉테드 기반의 다양한 범죄예방기법을 동시에 적용함으로써 안전정책의 종합화가 이루어질 필요가 있다고 판단하고,‘안전한 물리적 환경구현’,‘주민참여의 안전 공동체 실현’,‘약자를 보호하는 안전시스템 구축’ 등을 전략목표로 제시하고 이에 대한 실행과제를 제안하였다. 이들 실행과제들은 동작구 내 부서간 협력은 물론 기관간 협력 그리고 주민의 참여 기반 하에서 진행될 때 최적화될 것으로 기대된다. 특히 최근 CCTV 운영에 대한 비용이 증가하고 있는데, 여타 자치구와 영국에 대한 사례분석결과 1) 스마트폰 앱을 적극 활용한 유지·보수 관리, 2) 가상화시스템 도입을 통한 저장 공간 확보, 3) 가로등, 보안등, 한전주 등의 공동 활용 4) 수입기반 하의 지출전략 이라는 대안 등이 제시될 수 있다.

영문 초록

The purpose of this study is to propose a method to improve the function and effectiveness of CCTV. For this purpose, this study compares and analyzes the CCTV operation status of major autonomous districts in Seoul, and suggests effective CCTV management method using SWOT analysis based on Donggok district. This study is concluded that the safety policy should be integrated by applying various crime prevention techniques based on the CPTED as well as the CCTV. Also, it is necessary to realize safe physical environment , realization of safety community for participation of residents System building as strategic goals and suggested implementation tasks for them. These implementation tasks are expected to be optimized when intergovernmental cooperation within the movement zone, as well as between inter-agency cooperation and residents participation. In particular, the cost of CCTV operation has increased recently. As a result of case studies on other boroughs and the United Kingdom, 1) maintenance and maintenance using smartphone apps, 2) securing storage space through the introduction of virtualization systems, 3) Security, and KEPCO shares, and 4) alternative strategies such as spending strategies based on income. However, the UK case of 4) is not proposed in this study because it is considered that there is a limit to carry out independent operation in the present situation. However, it is suggested that there is a possibility to examine it in order to prepare CCTV operating specifications in the future.
