국문 초록

본 연구는 자활대상 장애인을 대상으로 그들의 취업 및 생활실태를 파악하고, 이를 통해 탈빈곤을 위해 활용 가능한 자원들을 고찰하여 장애인 특성을 고려한 제도 개선 방향을 제시하는 데 그 목적을 둔다. 장애인 관련 요인을 신체적 특성, 개인적 특성, 사회적 특성, 제도적 특성으로 구분하고, 장애인 취업에 어떠한 영향을 주는지를 로지스틱 회귀분석(Logistic Regression)을 실시하여 분석하였다. 주요한 분석 결과는 다음과 같다. 첫째, 남성이 여성보다, 연령이 어릴수록, 도시규모가 작을수록 취업할 확률이 높은 것으로 나타났고, 신체적 특성으로는 청각장애인일수록 취업할 확률이 높은 것으로 나타났다. 둘째, 개인적 특성의 자활의지는 취업에 유의한 영향을 미치는 것으로 나타나서, 자활의지가 높을수록 취업할 가능성이 높은 것으로 나타났다. 셋째, 사회적 특성의 사회적 지지는 전체적으로 낮아 취업에 영향력 있는 자원을 형성할 수 없는 것이 문제점으로 드러났다. 넷째, 자활대상 수급 장애인의 장애인복지서비스 수급 실태는 취업에 의미 있는 영향을 끼치지 못하는 것으로 나타났다. 장애인이 서비스에 적극적으로 참여하지 않는 적극성 부족과, 서비스의 질적인 제공, 서비스의 홍보 및 접근성에 대해 기관의 노력의 부족을 문제로 제시할 수 있다. 결과적으로 자활대상 장애인의 탈빈곤을 위해서는 자활의지를 높이기 위한 제도적 장치 마련 및 사회적 지원을 높일 수 있는 특화된 서비스 및 제도적인 마련이 시급함을 알 수 있다.

영문 초록

The purpose of this research are : ⑴ to examine the current situation of employment of conditional welfare recipients with disability ⑵ to investigate the current situation of resourses for their self-reliance and identify the factors affecting employment ; ⑶ to suggest the strategies to promote the self-reliance of conditional welfare recipents with disability. The data were analyzed using statistical techniques such as t-test, Crosstab, Logistic regression. In this study, the factors affecting employment of disabled recipients were divided into four dimensions: the attribution to disability, individual, social support, instituional system. The major findings were as followed. First, the factors affecting employment such as gender, age, area of residence and type of disability were found to be a significant factor. Second, the will of self-reliance in the individual yielded positive effect in employment. Stronger the will of self-reliance in the individual resulted in greater possibility of employment. Third, the social support did not have significant effect on the employment of conditional welfare recipents with disability. The resource of the social support was so insufficient that did not affect employment. Last, the welfare services did not have significant effect on the employment of disabled conditional welfare recipents. Lack of progressive participation by the disabled, institutional inadequacy in the supply and provision of appropriate services by institution resulted in the problem. In conclusion, in order to enhance self-reliance of conditional welfare recipents with disability, institutional aids that strengthen the will of self-reliance and specialized services that heighten social support must be established urgently.
