국문 초록

이 연구는 1930년대 조선형특수회사 연구의 일환으로 당시 조선 최대의 화력 발송전 회사 조선전력(주)의 설립과 경영의 전체상을 실증 적으로 검토하였다. 1935년 7월 조선총독부는 남선지역에 대한 풍부한 전력공급과 일원적 배전합동을 목적으로 영월과 삼척탄전 불하를 경제적 유인으로 일본전력연맹과 남선지역 중소 전기회사를 동원해서 火力國策 조선전력(주)을 설립하였다. 그러나 조선전력(주)의 초기경영은 당초 예상과 달리 영월 무연탄의 발열량 부족으로 수익성 악화에 직면하였다. 그 때문에 조선전력 경영진은 수익성 우선의 삼척탄전 개발과 수력개발의 발전력 확장이라는 경영정책을 둘러싼 심각한 내분에 휩싸였다. 그 결과, 1939년 2 월 조선전력(주)의 화력발전 사업은 남선합동 전기(주), 삼척탄전 개발사업은 일본전력연맹으로 분리·재편하면서 공동출자 관계를 해소하고 말았다. 이후 조선전력(주) 경영권을 장악한 남선합동전기(주)는 적극적인 경영합리화와 발전력 확장의 경영정책을 추진하였지만, 이는 조선 전력(주)의 자본과 경영능력을 넘어서는 일이 었다. 결국, 1943년 6월 조선전력(주)은 조선총 독부가 주도하는 전력국가관리에 따라 조선전 업(주)에 흡수·통합되고 말았다. 결국, 조선형특 수회사 조선전력(주)은 조선중공업(주)의 사례 등과 같이 조선총독부가 역내외 민간자본과 경영역량을 동원·활용해서 식민지 조선의 기간산 업을 개발·정비하고자 하는 전략적 경제정책의 자본체였다.

영문 초록

As part of our research project on Chousen special-purpose companies of the 1930s, this study empirically examined the formation and management of the Chousen Electric Power Corporation, the country’s largest thermal power generation company at that time. In July of 1935, in order to ensure the abundant supply of power to the Namseon area and create a joint venture of electricity distribution companies, the Japanese Government-General of Korea established the Chousen Electric Power Corporation by mobilizing the Federation of Electric Power Companies of Japan (FEPCJ) and the Namseon Joint Electricity Company with the sale of coalfields in Samcheok promoted as an incentive. However, during its early years of operation, the Chousen Electric Power Corporation failed to secure electricity generation capacity and embroiled itself in a serious internal dispute over the priority of its business policy. As a result, in February of 1939, the Namseon Joint Electricity Company and the FEPCJ terminated their joint investment in Chousen Electric Power Corporation. After taking over control of the Chousen Electric Power Corporation, the Namseon Joint Electricity Company pushed ahead with business rationalization and generation capacity expansion but was incorporated into Chousen Electricity Industry Corporation under a national electricity control policy. So to speak, the Chousen special-purpose company Chousen Electric Power Corporation was a capital entity of the Japanese Government-General of Chousen’s strategic economic policy intended to develop and improve the key industry of the colonial country by mobilizing and making use of local and foreign private capital and managerial resources.
