국문 초록

본 연구는 대표적 민간 모금 및 배분 기관인 사회복지공동모금회가 노인복지영역에서 중점적으로 다뤄야 하는 핵심적 문제는 무엇이며, 배분활동에 있어 공동모금회의 역할 및 전략은 어떠해야 하는가에 대한 전문가 인식을 분석하였다. 이를 위해 노인복지관련 학계 및 현장 전문가 45명을 대상으로 Q방법론을 적용하였다. Q방법론을 통해 노인복지영역 배분에 대한 다양한 인식을 확인하는 동시에 공통적 인식을 발견함으로써, 다양한 유형의 배분 아젠다 및 배분전략과 함께 합의된 배분 아젠다 및 배분 전략을 도출할 수 있었다. Q진술문(sample)은 선행연구 분석과 전문가 9명에 대한 포커스그룹인터뷰(FGI)에 기반하여 노인복지 배분 과제에 관한 46개 문항으로 구성하였고, PQMethod를 활용하여 자료를 분석하였다. 분석 결과, 사회복지공동모금회의 노인복지영역 배분 과제에 대한 인식은 3가지 유형으로 구분할 수 있으며, 이는 전체 변량의 총 38%를 설명하고 있다. 3가지 인식 유형별로 도출된 공동모금회의 노인복지분야 배분 과제는 취약계층 중심의 사각지대 보완, 맞춤형 사례관리와 새로운 욕구 대응, 공동모금회의 전문성 및 선도성 강화로 각각 명명할 수 있다. 또한 3유형에서 공통적 인식으로 도출된 배분 과제는 노인이 거주하는 공간에서(aging in place) 네트워크(network)에 기반한 통합적 서비스를 제공하는 것에 배분해야 한다는 것이다. 이는 공동모금회 배분이 개별 문제에 대한 단편적인 프로그램 배분 차원을 넘어서서 지역사회 영향력을 확대시킬 수 있도록 배분방법 및 배분시스템에 대한 전반적 혁신이 필요하다는 것을 의미한다.

영문 초록

The purpose of this study is to examine the agenda types from perceptions that professionals in ageing field have about allocation of funds by using Q-methodology. Q-samples, 46 statements representative of subjectivity of professional were extracted from the Q-population which was constructed, along with analyzing previous research and by conducting FGI with 12 professionals. A total of 45 professionals participated in Q-sorting, and the data analysis using PQMethod program found that three factor structures were appropriate. Professionals’ perception on allocation agendas accounted for 38% of the total variance. Agendas about allocation of funds are grouped into complement for exclusion of frail elderly type, tailored-casemanagement and corresponding for new risk” type, and “strengthen speciality and precedency of Community Chest in Korea”type. And common statements among 3 groups show “provision for integrated services based on network in aging in place”. According to these results, the researchers criticized the goals and action plans of the allocation agendas for the aged have to prevent public and private sectors from common social risk together. This kind of understanding would contribute to guiding understanding and mutual communication to arrive positive consensus related to the matters of policies or practices for the elderly people.
